Seeking a qualified service provider to deliver independent, confidential, and anonymous fraud and ethics hotline services, including training for merSETA employees. The contract spans three years, starting April 2026.
The Manufacturing, Engineering and Related Services Sector Education and Training Authority (merSETA) is inviting proposals for the provision of an independent, confidential, and anonymous fraud and ethics hotline service. This service aims to enhance ethical conduct and accountability within the organization by offering a dedicated toll-free hotline, email reporting, and an optional secure web-based platform for whistleblowing. The service provider will operate 24/7, ensuring multilingual support and trained agents who can effectively handle and categorize reports while maintaining confidentiality.
In addition to hotline services, the selected provider will be responsible for conducting annual fraud and ethics awareness training for all merSETA employees. This training will be delivered through a hybrid model, accommodating both on-site and virtual participants. The contract will last for three financial years, from April 1, 2026, to March 31, 2029, contingent upon satisfactory performance. Key requirements include the ability to provide timely reporting, secure data management, and compliance with relevant legislation, including POPIA. This initiative is crucial for fostering a culture of transparency and integrity within merSETA, ultimately contributing to improved governance and operational efficiency.
This tender is suitable for businesses specializing in fraud prevention, ethics consultancy, and hotline services, particularly those with experience in the public sector and a proven track record of managing confidential reporting systems.
