Energy Efficiency Implementation Services

The Emakhazeni Local Municipality is inviting tenders for the appointment of a service provider to develop and implement an energy efficiency program aimed at reducing electricity demand and enhancing the efficiency of municipal infrastructure. The project will span 36 months and is funded through a grant subsidy designed to contribute to national energy security and reduce greenhouse gas emissions from coal-based electricity supply. The successful bidder will be responsible for conducting technical feasibility studies, implementing energy-saving measures, and establishing a comprehensive energy savings performance contracting model.

The scope includes retrofitting existing municipal buildings with energy-efficient technologies, such as solar PV systems and LED lighting, as well as developing a business case that outlines financial models including net present value (NPV) and internal rate of return (IRR). Bidders must demonstrate their capability to provide project management, technical audits, and measurement and verification protocols to ensure accurate assessment of energy savings. This initiative not only aims to achieve significant cost savings for the municipality but also to set a benchmark for future energy efficiency projects across the region.
