The Air Traffic and Navigation Services Company (ATNS), a state-owned company, is inviting proposals from experienced service providers to carry out vegetation management at ATNS George Airport (FAGG) and its associated remote navigational aid sites, including the FAGG radar site, receiver and transmitter sites, DVOR, VDF, DME, ILS and glidepath installations, and remote sites at Potjiesberg and Blesburg. The objective is to keep all designated facilities safe, clean and operational by controlling vegetation growth, protecting navigational and communication equipment, maintaining safe access, reducing fire risk and ensuring compliance with aviation safety and environmental requirements. The scope covers grass cutting, bush and shrub clearing, removal of invasive vegetation, a five-metre vegetation-free perimeter strip outside fencing, herbicide-based weed control around buildings, plinths, generators, cable routes, fencing, walkways and access roads, and housekeeping including lawful disposal of vegetation and waste.
The contract runs for five years on a rate-based, as-and-when-required basis. ATNS gives no guarantee of minimum volume, frequency or value, and work is only performed on written instruction or purchase order. Rates are fully inclusive of labour, supervision, plant and equipment (including a 4x4 bakkie, tractor, brush cutters, knapsack sprayers, chainsaws and trailers), herbicides, PPE, travel, mobilisation, airside permits and ACSA permit costs, and are fixed for each contract year with no escalation. Bidders must show a Landscaping, Irrigation and Horticulture CIDB grading of 3SH or higher, a valid COIDA Letter of Good Standing, three signed reference letters from clients for work completed within the past five years, proof of local presence in the Western Cape, a valid SARS tax compliance PIN and CSD registration. A site-specific Safety File must be approved by ATNS before work begins.
Evaluation follows the 80/20 price and preference system, with 10 points each for 51% Black-owned and 30% Black-woman-owned suppliers. Bids close on 27 November 2026 via the National Treasury e-Submission (e-Tender) portal or by hard copy, and a non-compulsory briefing session takes place on 28 October 2026. Clarification questions are due by 3 November 2026. The opportunity offers a long-term, recurring revenue stream for contractors in grounds maintenance and vegetation control in a regulated aviation environment, with the benefit of working alongside a major national aviation services provider.
Landscaping, grounds maintenance, horticulture and vegetation control contractors with CIDB Landscaping, Irrigation and Horticulture grading of 3SH or higher (or capable of registering), a Western Cape presence, and experience on airside, industrial or high-security sites. Businesses must own the required equipment or be able to fund it, hold valid COIDA, SARS and CSD compliance, and have three recent client references. Black-owned, black-woman-owned, EME and QSE enterprises are encouraged to apply for preference points. Small contractors may partner in a joint venture or consortium with a qualifying lead bidder, provided each party submits separate tax and CSD documentation.
