Supply and delivery of two exhaust mufflers for diesel generator sets on Transnet power coaches at Koedoespoort, to specification PD-PDC-NAT-SPEC-0503. Bidders need a clause-by-clause compliance response, a design proposal, ISO 9001 quality management, and a 24-month warranty. Compulsory site briefing on 28 October 2026; closing 18 November 2026.
Transnet Engineering, an operating division of Transnet SOC Ltd, requires a once-off supply and delivery of two exhaust mufflers for the diesel engines of its TE Power Car. Each coach carries two 250 kVA generator sets (three-phase, 400V/230V, 50 Hz) that provide electrical power to the trainset, and each diesel engine (a Kirloskar 6SL8800TA) requires its own muffler. Delivery is to Transnet Engineering at COR Cresswell and Koedoespoort RDS, Koedoespoort. The supplier is responsible for the muffler only; piping is installed by Transnet Engineering. The muffler must reduce exhaust noise to 70 dBA or less and fit a cylindrical space of 400 mm diameter by 1,400 mm length, installed in a roof pocket on the coach. It must connect to an exhaust pipe with a 133 mm outer diameter. The supplier must provide all equipment needed for fitment.
The product must withstand demanding operating conditions. Ambient temperatures range from -10°C to +50°C, altitudes from sea level to 2,100 m, and humidity often exceeds 80% and can reach 100%. Coastal installations face highly corrosive salt air, inland sites face dust and wind, and the unit must tolerate driving rain, lightning risk, and debris such as grass seed and leaves. Inertia loads from shunting and in-train buffing must be withstood at 5g longitudinal, 1g lateral, and vertical loading of 2g at the vehicle end falling to 0.5g at the centre. Bidders must explain how they will prevent or minimise failures from these accelerations. Quality management must follow ISO 9001, and First Article Inspection will be conducted in two stages, the first at the coach. Packaging must be in kit form with each component item-numbered. The supplier must also provide a complete maintenance manual, installation guides, a spare parts list, and on-site installation training. Warranty is 24 months from successful commissioning, and if any component fails more than three times within two years, Transnet may require redesign or replacement with superior components.
Evaluation is out of 100 points. Bidders must reach a minimum of 80 technical points, scored as follows: full clause-by-clause compliance with the specification (40), a detailed design proposal with 2D sketches, 3D CAD models, component lists, manufacturing considerations, applicable engineering codes, and a design-to-manufacture timeline (30), at least three reference letters for similar supplies (20), a warranty of 24 months or more (5), and a lead time of 1 to 2 weeks per coach (5). Price carries 80 points and specific goals (B-BBEE status and other preferences) carry 20 points. Attendance at the compulsory site briefing on 28 October 2026 at 10:00, at Coaches Workshop Bay 40, Koedoespoort, is mandatory, and safety PPE is required on site. Bids close on 18 November 2026 at 16:00 via the Transnet eSupplier portal, with pricing entered electronically. The bid must remain valid for 90 business days. The successful supplier must obtain security clearance up to CONFIDENTIAL level, be tax compliant with a valid TCS PIN or CSD number, and sign the Transnet Supplier Integrity Pact.
This tender suits manufacturers and engineering fabricators that design and build industrial exhaust systems, silencers, or mufflers, particularly for diesel gensets or rail applications. Applicants should hold ISO 9001 certification or have an equivalent quality system, be able to produce a detailed CAD-based design proposal, and provide at least three reference letters for similar supplies. They should also be able to meet the 24-month warranty and the environmental and vibration requirements for rail-based equipment. Businesses must be registered on the Central Supplier Database, be tax compliant, and be able to obtain security clearance up to CONFIDENTIAL level. EMEs, QSEs, and B-BBEE-compliant companies may benefit from the 20-point specific goals allocation. Companies that cannot attend the compulsory site briefing on 28 October 2026 will be disqualified.
