Necsa requires a service provider to retube and inspect H4 Boiler 2, including tube replacement, tube plate NDT, and AIA-witnessed hydrostatic testing. CIDB registration is required. Compulsory site briefing on 22 October 2026; closes 5 November 2026.
The South African Nuclear Energy Corporation (Necsa), a state-owned company, has issued a Request for Quotation (RFQ-EUG-OCT-2026) for the retubing and inspection of H4 Boiler 2 at its facilities. The scope covers the full boiler overhaul: high-pressure water cleaning and sandblasting where necessary of the flue, tube plates, combustion chamber and smoke box; flushing of the boiler water side; and testing and certification of all valves and appurtenances. The contractor must also carry out an internal and external boiler inspection with crack detection by an Approved Inspection Authority (AIA), then refit all valves and appurtenances and prepare the boiler for a hydrostatic pressure test witnessed by an AIA.
The tube replacement work requires removal of the 2nd and 3rd pass tubes, preparation of the tube plates for inspection, non-destructive testing (NDT) of all tube plates, and fitting of new 2nd and 3rd pass tubes. Bidders must submit a valid Certificate of Registered Competent Person (CP) for Boilers and an AIA certificate with their quotation, as both carry the highest functionality weighting (40 and 30 points respectively). Supplier lead time is also scored, with the highest points awarded for product availability within 4 weeks of a purchase order. Quotations must be fixed and firm, include all applicable taxes, freight, insurance until acceptance, and disbursements, and be valid for 90 days from the closing date. Evaluation follows the 80/20 preference point system (80 points for price, 20 for B-BBEE status level), with a functionality threshold applied in the first phase. CIDB registration is required, and a compulsory site briefing takes place on 22 October 2026 at 09:00. Bidders must send a copy of their ID before the briefing for site access.
The work supports the safe and reliable operation of Necsa's steam generation infrastructure, which is critical to its nuclear and research operations. Successful completion means restored boiler integrity, verified by independent AIA inspection and pressure testing, and a documented compliance record consistent with Necsa's quality and safety requirements. Quotations close on 5 November 2026 at 12:00 and must be submitted to Catherine Matima. Necsa may cancel the RFQ, award parts to different bidders, or not award it at all, and no goods or services may be delivered without an official Necsa purchase order.
Boiler repair and maintenance contractors, industrial mechanical engineering firms, and pressure equipment service providers with CIDB registration, a registered Competent Person for Boilers, and access to an Approved Inspection Authority. Businesses must be able to meet the 4 to 8 week lead time and the compulsory site briefing on 22 October 2026. Exempted Micro Enterprises (EMEs) and Qualifying Small Enterprises (QSEs) with strong B-BBEE credentials are encouraged to apply, as B-BBEE status level earns up to 20 evaluation points. Businesses without these capabilities should not apply.
