Transnet seeks a CIDB 1CE-grade contractor to construct and rehabilitate drainage at the Leeubos Electrical Substation near Orkney, North West, beside an operational railway line. The priced NEC3 contract runs from 20 January 2027 to 26 February 2027.
Transnet Rail Infrastructure Manager has issued a Request for Quotation for the construction and rehabilitation of drainage infrastructure at the Leeubos Electrical Substation, which falls under the Krugersdorp Depot. The site lies in the railway vicinity adjacent to the R502 between Orkney and Leeudoringstad in the North West Province. The works are procured under the NEC3 Engineering and Construction Contract (June 2005, amended 2006 and 2013) using Option B (priced contract with bill of quantities), with Option W1 for dispute resolution, and include secondary options X2 (changes in the law), X7 (delay damages of R750 per day) and X18 (limitation of liability). The Employer requires completion of the whole works by 26 February 2027, with site access from 20 January 2027.
The railway line at the site is operational, so all construction must be carried out without disrupting train movements, and safe working distances must be maintained at all times. Access to areas adjacent to the works must also remain open. The contractor is responsible for detecting and protecting existing hidden services and must liaise with the Project Manager on this. The Employer's risk register flags work on an active railway line, work at heights, and unauthorised access to the site. Works are to be measured in accordance with SANS 1200, and defect correction period is zero weeks. A compulsory clarification meeting takes place on 3 November 2026, and bids close at 10:00 on 23 November 2026 via the Transnet e-Supplier Portal. Tender offers remain valid for 12 weeks after closing.
Eligibility requires CIDB registration at a 1CE grading or higher, with joint ventures permitted if each member is CIDB-registered and the combined grading is sufficient. Bidders must submit a valid SARS tax clearance certificate, B-BBEE certificate or sworn affidavit, proof of CSD registration, a Letter of Good Standing from the Compensation Fund, a completed Compulsory Enterprise Questionnaire, and two completion certificates or reference letters for similar work. The evaluation uses the 80/20 preference point system, as the estimated value is up to R50 million, with 80 points for price and up to 20 points for B-BBEE status level and black youth ownership. Bidders should note that the lowest-priced offer will not necessarily be accepted.
CIDB-registered civil and drainage contractors holding a 1CE grading or higher, including joint ventures where each member is CIDB-registered and the combined grading is sufficient. Contractors should have experience of similar scope, ideally on or near operational rail infrastructure, and must be able to meet the mandatory documentation requirements: tax clearance, CSD registration, B-BBEE documentation, and Compensation Fund good standing. Exempted Micro Enterprises, Qualifying Small Enterprises, and black-owned or black youth-owned businesses may benefit from the preference points, subject to valid evidence. Businesses unable to mobilise for a short timeframe, from 20 January to 26 February 2027, or unfamiliar with working safely beside live railway lines should consider whether they are a good fit.
