Supply and delivery of standardised comfort packs (hygiene, clothing and stationery items) to Western Cape Government Health and Wellness district offices and facilities until 30 September 2028. Bidders must submit samples, meet strict packaging rules and deliver within 21 days.
The Western Cape Government Department of Health and Wellness is seeking suppliers for a supplementary bid covering the supply and delivery of comfort packs to its district and sub-district offices and associated health facilities. The contract runs until 30 September 2028 and is published under reference WCGHCC0038/1/2025, with a closing date of 20 November 2026 at 11:00. The packs are intended for patients and clients of the department and come in six categories: adult female, adult male, female child (ages 9-12), female child (ages 4-8), male child (ages 9-12) and male child (ages 4-8). Each category is tendered as a single-item award with its own pricing schedule. Estimated quantities are indicative only and are not guaranteed. Adult female packs have the largest volumes, with 3,890 small, 7,360 medium and 2,430 large packs estimated, plus an unspecified extra-large size. Female child (9-12) packs are estimated at 3,352, female child (4-8) at 2,957, and male child packs at 538 per age group. Adult male packs are estimated at 199 small, 220 medium and 52 large.
Each pack must contain a precisely defined set of new, unused and clean items. Contents vary by category but typically include underwear, a 100% cotton face cloth, a 100 g bar of hypoallergenic or fragrance-free soap, toothpaste (at least 50 ml), a toothbrush, a comb, tissues and, for many categories, a roll-on antiperspirant, body lotion and 2-in-1 shampoo and conditioner (each 100 to 150 ml). Child packs add age-appropriate items such as sanitary towels for older girls, colouring books or activity books, crayons or colour pencils, and a teddy bear for the 4-8 age group. Products must be labelled with the manufacturer, product identification, net volume, batch or lot number and expiry date. Decanted body lotion and shampoo are permitted only under strict conditions, including a manufacturer's technical data sheet submitted with the bid and documentary proof of traceability. Packaging is prescribed in detail: a heat-sealed zip-lock bag of specified dimensions, a separate sealed bag for liquids, a product code and expiry date on the front, and a sturdy brown or white paper gift bag with a cotton or polypropylene handle. The pack's expiry date must be at least six months before the earliest expiry of any item inside.
The evaluation is conducted in three phases: mandatory and administrative compliance, clinical evaluation of physical samples, and finally price and B-BBEE preference points under the 80/20 system. Bidders must provide one sample per item at bid closure, each labelled and accompanied by a completed evaluation form, and must be able to supply additional samples at short notice. Deliveries must be made within 21 days to the district offices and institutions listed in Annexure A, which span the Cape Metro (including Karl Bremer, Khayelitsha, Mitchells Plain, Victoria and Wesfleur hospitals) and the West Coast, Cape Winelands, Central Karoo, Garden Route and Overberg districts. Prices must be quoted in ZAR, inclusive of VAT and delivery. Bidders must be registered on the Central Supplier Database, hold a valid tax compliance status and submit a USB copy of the bid alongside hard copies. Late bids and samples are not accepted, and non-compliance with mandatory specifications can invalidate a bid. The contact person is Mariam Kozain, Directorate: Supply Chain Sourcing, at Mariam.Kozain@westerncape.gov.za or 021 834 9026.
This tender suits manufacturers, importers and distributors of personal hygiene products, cotton textiles (underwear and face cloths), children's stationery and toys, and bulk packaging. Bidders need the capacity to source and assemble standardised packs to exact specifications, meet strict packaging and expiry-date rules, provide clinically acceptable samples, and deliver within 21 days across multiple Western Cape sites. Established suppliers with CSD registration and tax compliance are best placed to bid. Consortia and joint ventures may also apply, provided each party meets the registration and tax requirements. Small and B-BBEE-compliant enterprises can benefit from the preference points system, though the bid's scale and delivery demands may be better suited to suppliers with existing distribution networks. Businesses that cannot meet the mandatory sample, labelling or packaging requirements should not apply.
