Mossel Bay Municipality seeks authorised radio service agents to supply, strip and repair its radio network, repeaters, and mobile and portable radios for July 2026 to June 2029. Bidders need OEM authorisation for Motorola/Hytera equipment. Closes 4 December 2026 at 12:00.
Mossel Bay Municipality has invited tenders (TDR44/2026/2027) for the supply, strip and repair of its radio communications infrastructure. The contract covers the radio network, radio repeaters, mobile radios and portable radios, and runs until 30 June 2029. The municipality's existing system is built on Motorola and Hytera radios and the TRBOnet dispatch software, so all offered components must be compatible with that environment. The scope includes handheld digital portable radios (with and without keypads), intrinsically safe portables, airband VHF handhelds, digital VHF mobile and base radios, network repeaters with back-up batteries, sound cards, mobile and base antennas, GPS antennas, microphones, heavy-duty replacement batteries, soft leather radio cases, and multi-unit chargers. The tender also requests repeater site construction and cabling, installation of mobile and base units, and the implementation of a Push-Over-Cellular (POC) system using the Hytera Hytalk solution, including a gateway controller that supports Motorola and Hytera simultaneously. Pricing is requested per item for each of the three contract years, with rates inclusive of VAT, supply, delivery and collection of defective radios. Maintenance rates for installation, travel and spares markups are also included, along with annual fees for repeater site rental, ICASA licensing and TRBOnet licensing.
Bidders must meet several mandatory requirements. They must prove they are an authorised service agent for radios and submit an OEM letter of authorisation for Hytera and Motorola products; failure to provide these may render a bid non-responsive. Bids are pre-evaluated on functionality out of 40 points, with a minimum of 32 required. Company experience is scored on the number of completed, relevant supply, strip and repair projects (up to 25 points), and at least three reference questionnaires are needed for up to 15 points. Responsive bids are then evaluated on price and preference points under the 80/20 or 90/10 system, with up to half of the preference points allocated to B-BBEE status and the other half to locality, favouring enterprises in the Mossel Bay municipal area. Bidders must also provide a valid SARS Tax Compliance PIN, a Letter of Good Standing from the Compensation Commissioner, CSD registration, and proof of municipal account compliance. Joint ventures must submit a signed joint venture agreement. The tender document is available free of charge on the municipal website, and the closing date is 4 December 2026 at 12:00, with bids deposited in the tender box at the Mossel Bay Town Hall or posted to PO Box 25, Mossel Bay, 6500.
The contract offers a sustained, multi-year revenue stream for a qualified supplier, with an estimated annual volume of portable and mobile radios, batteries, antennas and repair services. It also gives a service provider a long-term role in maintaining critical municipal communications, which support public safety and day-to-day operations. Successful bidders will be expected to meet the municipality's Service Provider Health and Safety Specification, including method statements, risk assessments, and compliance with OHS and COID requirements. Potential suppliers should review the full tender document, including the technical specifications and pricing schedule, before submitting a bid.
This tender suits authorised two-way radio service agents and telecommunications companies with proven experience in digital radio networks, particularly Motorola and Hytera systems, TRBOnet integration, and repeater site work. Bidders must hold a Motorola or Hytera OEM authorisation letter and be able to provide relevant project references and completed-project evidence. Businesses based in Mossel Bay or the Garden Route will gain locality points. Firms without OEM authorisation, or those lacking radio network experience, are unlikely to qualify. Joint ventures can bid if they combine complementary expertise and submit a signed joint venture agreement.
