Appointment of two contractors for a 12-month, 24/7 emergency response service covering urban water pipe repairs, valve and hydrant replacement, excavation, and reinstatement. Bidders must hold a CIDB grading of 2CE or higher.

Detailed Description

The Amajuba District Municipality is seeking to appoint two contractors for a 12-month period to respond to emergency failures in its urban water reticulation network. The network is exposed to unforeseen problems such as burst pipes, valve failures, leaks, vandalism, and fitting failures. The appointed contractors will be engaged on an as-and-when-required basis to restore water supply quickly, limit water losses, protect public safety, and improve the reliability of the municipal water distribution system. Works will be ordered and paid according to the rates in the Bill of Quantities.

The scope of work includes emergency repairs such as repairing and replacing burst or leaking pipelines, valves, air valves, scour valves, fire hydrants, service connections, and joints. Excavation works include locating underground services, excavating manually or mechanically, dewatering, removing unsuitable material, backfilling, compacting trenches, and reinstating roads, sidewalks, paving, and landscaped areas. Installation works cover uPVC, HDPE, ductile iron, and steel pipes, isolation, air and scour valves, hydrants, couplings, repair clamps, flanges, fittings, and water meters where required. Testing and commissioning include pressure and leak testing, flushing, recommissioning infrastructure, and restoring supply. Contractors must also provide standby teams, traffic accommodation, barricading, safety signage, pumping services, and mobile lighting for night work. Waste must be removed and disposed of at approved facilities.

Contractors must be available 24 hours a day, seven days a week, including weekends and public holidays, and must mobilise resources immediately on notification. They must comply with the Occupational Health and Safety Act, the Construction Regulations 2014, SANS standards, and municipal safety procedures, and provide a Health and Safety File, risk assessments, method statements, PPE, and a safety officer where applicable. The Bill of Quantities requires a supervisor, plumbers, plumber assistants, civil technicians and assistants, fitters and assistants, boilermakers, welders, and general assistants, each priced at normal, overtime, and double-time rates. Plant and equipment include a 10-tonne truck, 4x4 bakkie, TLB, lowbed, generator, welding and cutting equipment, drilling and slugger machines, a 4-inch water pump, and basic rigging equipment. Tender evaluation uses an 80/20 price and preference system. Functionality is scored out of 35 points, covering traceable references for similar work in the past ten years (15 points) and financial viability based on a bank rating no older than 12 months (20 points). Bidders scoring below 25 functionality points will not be evaluated further. Preference points are available for black ownership, female ownership, youth and disability ownership, and businesses located within the Amajuba District.

The tender closes on 6 November 2026 at 12:00, with bids deposited in the tender box at the municipal reception in Madadeni. No compulsory briefing is required. Bidders must submit mandatory forms including MBD 1, MBD 4, MBD 6.1, MBD 8, and MBD 9, a valid tax compliance status PIN or CSD number, proof that the company and its directors have no municipal rates arrears exceeding 90 days, and a signed authority to sign. Incomplete submissions cannot be rectified after closing. This appointment gives qualifying contractors a 12-month framework of recurring emergency work and an opportunity to build a working relationship with the municipality.

Suitable Businesses

This tender suits civil and water reticulation contractors holding a CIDB grading of 2CE or higher, with experience in pipe repairs, valve and hydrant work, excavation, and municipal water infrastructure. Businesses must be able to respond around the clock, including weekends and public holidays, and should have their own plant such as TLBs, trucks, pumps, and compactors, along with qualified plumbers, fitters, and welders. Companies with at least two completion letters for similar work in the past ten years will score best on functionality. Local businesses based in the Amajuba District also gain preference points, making this tender particularly relevant to small and emerging contractors in the region that meet the technical and financial requirements.
