Appointment of an IECAB-accredited provider to deliver nail care, make-up application and Swedish body massage courses (14 days to 2 months) with international certification for 50 learners in KwaZulu-Natal. Bidders need a KZN office and eThekwini delivery capacity.
The Moses Kotane Research Institute, an entity of the KwaZulu-Natal Department of Economic Development, Tourism and Environmental Affairs (EDTEA), is seeking an experienced, accredited service provider to deliver three short cosmetology skills programmes. The programmes are Nail Care (14 days, 20 learners, IECAB codes IEBT9 and IEBT5), Make-Up Application (1 month, 20 learners, IECAB code IEBT7) and Swedish Body Massage (2 months, 10 learners, IECAB code IEBT11). The appointed provider must deliver both theoretical and practical training, supply all learner training and assessment materials, and facilitate international assessment and certification for learners who meet the competency requirements. Responsibilities include registering eligible learners for assessment, facilitating POE completion and submission, conducting examinations immediately after training, and submitting attendance registers, assessment records and accredited certificates to MKRI within 30 calendar days of examination.
Reporting obligations are strict. The provider must submit weekly progress reports covering attendance, progress against the implementation plan, and risks with corrective actions, along with a close-out report supported by evidence within 10 working days of programme completion. Key performance requirements include delivery within approved timelines, 100% learner assessment and POE submission, and timely notification of any risks to programme delivery or certification. Payment may be withheld if certification timelines are missed without valid justification.
Eligibility is assessed in three stages. Stage 1 is administrative compliance, with mandatory requirements of a valid IECAB accreditation letter for the requested courses and proof of an operational physical office in KwaZulu-Natal with capacity to deliver training and learner support in the eThekwini Metropolitan Municipality. Compulsory bid forms include SBD 1, SBD 3.1 (pricing schedule with a separate cost breakdown per programme), SBD 4 and SBD 6.1. Stage 2 is functionality evaluation, scored out of 60 points, with a minimum of 40 points required to proceed. Bidders must submit at least four signed reference letters or contracts from clients for similar accredited cosmetology courses delivered within the last five years, along with Annexure A, and proof of QCTO or Services SETA accreditation, which earns 20 points. Stage 3 applies an 80/20 price and preference point system, with 20 points available for specific goals including black ownership, women, youth, persons with disabilities and KZN-based business location. Responses must be emailed to quotations@moseskotane.com by 11:00 on 2 November 2026, and offers remain valid for 120 days from the closing date.
Private training providers and skills development organisations holding a valid IECAB accreditation for the listed cosmetology courses, with an operational physical office in KwaZulu-Natal and the capacity to deliver in eThekwini. Providers with QCTO or Services SETA accreditation, a track record of at least four comparable accredited cosmetology programmes in the last five years, and qualifying ownership or KZN-based status (black-owned, women-owned, youth-owned, disability-owned or KZN-located) are best placed to score competitively. Businesses without IECAB accreditation or a KZN base should not apply.
