Overview

Summary

SACAA seeks a service provider to supply, implement and support a dedicated Learning Management System delivering scenario-based General Aviation safety training to roughly 20,000 pilots over two years. Requirements include secure SACAA licence-based login, HD video streaming, quizzes, auditable compliance reporting and a Pilot Safety Hub integration.

Detailed Description

The South African Civil Aviation Authority (SACAA), a Schedule 3A public entity under the Department of Transport, invites suitably qualified software development and implementation firms to provide a dedicated Learning Management System (LMS) for the General Aviation Accident Reduction Seminars (GAARS). GAARS is a flagship initiative under the second cycle of the General Aviation Safety Strategy (GASS 2025/2026 to 2029/2030) and delivers scenario-based training built on real-life accident events. The training targets High-Risk Categories identified in the Civil Aviation Safety Plan, including Loss of Control In-Flight, Controlled Flight into Terrain, Mid-Air Collisions, Runway Incursions and Excursions, and Airprox events, alongside dedicated modules on Undue Domineering Influences and helicopter and fixed-wing accident scenarios. The LMS will be hosted within the SACAA's planned web-based Pilot Safety Hub.

The required system must support user management and secure authentication using the SACAA licence number as the username, with a one-time synchronisation or secure API lookup against the SACAA pilot database to verify licence type (PPL or NPL) and status. Core functionality includes high-definition video playback with adaptive streaming, modular content with interactive decision checkpoints, progress tracking that allows pilots to resume training, and downloadable PDFs, checklists and diagrams. Assessment features must include multiple-choice and true/false quizzes after each module, completion gating, a limit of three attempts before mandatory review, and automatic generation of uniquely serialised, tamper-proof PDF Certificates of Completion. Pilots are to be marked 'Compliant' for two years, with automatic 'Due for Recurrence' flags 90 days before expiry. Reporting requirements include full activity logging, a real-time administrator compliance dashboard, individual audit trails, and module-level analytics on time taken and assessment success rates. The platform must scale to 20,000 concurrent users, be fully responsive across browsers and mobile devices, encrypt data at rest and in transit, and adhere to SACAA branding and government data security and privacy protocols.

The contract also covers migration of existing content, face-to-face training for SACAA staff and system administrators, and provision of user manuals and training videos. Evaluation is based on administrative compliance (CSD registration, SBD forms, and an OEM or reseller letter where off-the-shelf components are used), technical proposal scoring (company experience, reference letters, solution design, project team leader qualifications, and a portfolio including a sample module and training video), a 40-point live demonstration with a minimum score of 32, and then price and B-BBEE specific goals under the 80/20 preference point system. Bidders must score at least 70 on the technical evaluation to proceed. Tenders are valid for 180 days, with a compulsory briefing session on 2 November 2026 and a closing date of 13 November 2026 at 11:00. Bidders must arrange building access in advance via the SACAA contact listed in the tender document.

Suitable Businesses

Software development firms and e-learning providers with at least five years' experience in building and deploying LMS or similar platforms, particularly those with secure government or regulated-sector experience, video streaming capability, and integration skills. Suitable bidders include B-BBEE contributors (especially EMEs and QSEs, which benefit from higher specific-goal points), Consortia or joint ventures with empowerment partners, and OEM-partnered resellers able to supply a valid partnership letter. Bidders must hold a Project Management certification (PMP, PRINCE2 or equivalent) for their team leader and be registered on the Central Supplier Database with valid tax compliance. Firms without aviation or safety-training experience may still qualify, but should demonstrate relevant accessible, scalable learning platform capability.
