Nkangala District Municipality seeks a panel of service providers to source funding, package bankable projects and support implementation of green energy electrification for municipal buildings and infrastructure across six local municipalities. The panel runs for 36 months on an as-and-when-required basis, with a tender estimated not to exceed R50 million.
Nkangala District Municipality (NDM) has issued a tender to appoint a panel of service providers with the expertise, capacity and access to funding institutions needed to source finance for green energy electrification projects. The panel will serve NDM and its six local municipalities: Emalahleni, Steve Tshwete, Emakhazeni, Dr JS Moroka, Victor Khanye and Thembisile Hani. The primary objective is to secure funding from public, private, local and international sources, including development finance institutions (DFIs), climate finance funds, donor agencies, commercial investors and public-private partnerships (PPPs). The appointment is for 36 months and is on an as-and-when-required basis. Appointment to the panel does not guarantee work, and the municipality may appoint one or more panel members for specific projects.
The scope covers five project categories: green energy electrification infrastructure (electrification of municipal buildings, energy efficiency, electrical infrastructure upgrades, smart-grid and energy management systems, and energy resilience); solar energy infrastructure (rooftop PV, solar street and high-mast lighting, mini-grids and off-grid electrification, utility-scale solar and battery storage); renewable energy projects (wind, hydro, biomass, biogas, waste-to-energy and hybrid systems); climate finance and sustainability (green finance, carbon financing, climate resilience funding and access to national and international climate mechanisms); and project implementation support. Service providers will develop feasibility studies, business cases, funding applications, financial models and bankable project packages, facilitate investor negotiations and financial close, provide monthly progress reports, and, where applicable, deliver turnkey implementation support. Skills transfer and capacity building for municipal officials is also required.
Bidders must demonstrate at least five years' experience in infrastructure funding, project finance, energy projects, municipal finance, development finance or climate finance, and provide proof of previous similar projects with funding secured, project values and funding institutions involved. Evaluation uses an 80/20 preference point system (80 points for price, 20 for specific goals), with a minimum functionality score of 65 points out of 100 across personnel (30), approach and methodology (30) and firm experience (40). Mandatory requirements include a valid SARS Tax Compliance Status PIN, CSD registration, a Central Supplier Database report, a Declaration of Interest, proof of academic qualifications for key personnel, professional indemnity insurance during implementation, and signed compulsory forms. The compulsory clarification briefing was held on 22 October 2026 and the closing date is 19 November 2026 at 12:00. Tender offers remain valid for 90 days.
This tender suits firms in project finance, development finance, infrastructure funding, climate finance and green energy advisory that have at least five years' track record in securing funding for municipal, public-sector or renewable energy projects, and a portfolio of at least four completed, referenced funding engagements. Bidders should have qualified electrical engineering or finance key personnel, the capacity to act as turnkey implementers, and a physical presence or strong capacity to serve the Nkangala District. Local enterprises within the district may claim additional preference points. CSD registration and a valid SARS tax compliance PIN are required. Consortia and joint ventures may bid if they meet these requirements collectively, with a signed joint venture agreement.
