Overview

Summary

Maluti-a-Phofung Municipality seeks up to three accredited training providers for a three-year panel. Services include delivering accredited programmes, supporting the Workplace Skills Plan, and running youth skills development. Closes 3 December 2026.

Detailed Description

Maluti-a-Phofung Local Municipality in the Free State invites bids for the appointment of a panel of a maximum of three accredited training service providers for a period of three years. The municipality aims to form strategic partnerships with reputable providers who will help implement its Municipal Workplace Skills Plan (WSP) and deliver accredited training aligned to municipal skills priorities. Appointed providers will be expected to deliver accredited training programmes, support WSP implementation over the three-year cycle, partner with the municipality on Discretionary Grant-funded projects, contribute to the capacity building of municipal employees, and facilitate skills development initiatives for unemployed youth within the Maluti-a-Phofung jurisdiction. Bidders must also show capacity to deliver training in both municipal and community environments and provide a clear strategic plan for the three-year partnership approach.

Evaluation is based on a 100-point scale, with a minimum of 70 points required for further consideration. Company profile and track record carries 20 points, based on years of experience in delivering accredited training (5 or more years scores the maximum), supported by copies of appointment letters and completion certificates. Management and key team CVs carry 20 points, covering the facilitator's qualifications (a relevant diploma or degree plus a facilitation certificate from an accredited institution) and proven facilitation experience. Provider accreditation carries the highest weighting at 40 points, and valid accreditation certificates must be attached; bids without accreditation score zero for this criterion. The project implementation plan and methodology carries 20 points and must cover the planning, implementation, assessment and moderation, and closure phases, including learner recruitment, accredited training delivery, workplace learning, assessment, learner portfolios and final training reports. Failure to address each required element results in no points being allocated for that element. The 80/20 preference point system applies, with 80 points for price and 20 points for specific goals.

Mandatory requirements include a company registration certificate showing active members (not required for sole traders or partnerships), active Central Supplier Database (CSD) registration with a CSD number, a tax compliance PIN, a completed municipal rates and taxes clearance declaration, and a separate tax compliance status submission for each party in any joint venture, consortium or subcontracting arrangement. Bid documents cost R410.00 (non-refundable) from the municipality's cashiers, or can be downloaded free of charge from the e-tender portal. Hard copy bids must be delivered to the bid box at Setsing Business Centre, Phuthaditjhaba, by the closing time of 10:00. Electronic, telegraphic, faxed and late bids will not be accepted. Bidders should note that the notice contains inconsistent dates (some sections state 3 November 2026, others 3 December 2026, and the bid number references both 2026 and 2027), so the municipality should be contacted to confirm the closing date before submission. Enquiries can be directed to the Supply Chain Management Unit or to the technical contact listed in the bid documents.

Suitable Businesses

This tender suits registered training providers and accredited skills development organisations with a proven record of delivering accredited training, particularly in municipal, public sector or community settings. Applicants should hold valid provider accreditation (the highest-scoring criterion), have facilitators with relevant qualifications and facilitation experience, and be able to show at least several years of delivery history. Businesses should be CSD-registered and tax compliant, and able to prepare a detailed three-year implementation plan covering the full training lifecycle, from learner recruitment to certification and reporting. Consortia and joint ventures may bid if each party meets the registration and compliance requirements. Businesses without accreditation or a track record in accredited training are unlikely to score the minimum 70 points required for further evaluation.
