Supply and delivery of manufactured Fabric Filter Plant (FFP) cages and clips on an as-and-when-required basis for three years at Eskom's Arnot Power Station. Requires ISO 9001 certification, a compliant cage fabrication drawing, and 100% local content. Closes 10 November 2026.
Eskom Holdings SOC Ltd, South Africa's state-owned electricity utility, is inviting tenders for the manufacture, supply and delivery of Fabric Filter Plant (FFP) cages and clips for its Arnot Power Station, on an as-and-when-required basis over a three-year period. The FFP cages are structural components of the baghouse filter systems used to support filter bags in the station's emission control equipment. The work is procured under an open competitive tender using an NEC3 Supply Contract (SC3) with price adjustment for inflation (X1), changes in the law (X2), delay damages (X7) and low performance damages (X17). Contract payment is due 30 days after a signed assessment and valid tax invoice for contracts below R50 million, and 60 days for contracts above R50 million including VAT. The contract value is not stated in the tender documents, and the contract is expected to be called off through individual Purchase Orders.
The technical requirements are central to evaluation. Tenderers must submit a detailed cage fabrication drawing based on Arnot drawing number 26.41/38202, demonstrating compliance with the cage specification and general arrangement. The manufacturing facility must hold a valid ISO 9001 Quality Management System certification, with proof of certification supplied at tender stage. Functionality is scored out of 100 points, with a minimum threshold of 80%. Scored criteria include previous experience supplying similar products to Eskom (supported by at least three orders), order-specific quality control plans, cage weld integrity test and inspection stations, corrosion protection inspection and test plans, packaging and storage details, lead time from order to production start, and weekly production capacity. Each mandatory returnable must be submitted at closing, and a 52-week defects liability period applies after delivery. Mandatory contractual requirements include valid CSD registration before award, and the successful contractor must comply with the OHS Act 85 of 1993, Eskom contractor health and safety standard 32-136, Eskom life-saving rules, and the Arnot site safety file, which must be approved before any work begins.
Evaluation follows a staged process: mandatory compliance, technical functionality, financial due diligence, preferential procurement scoring on a 90/10 split (price and specific goals), and then contractual requirements. Because FFP cages fall within a designated sector for local production and content, a 100% local content threshold applies to the fabricated structural steel, wire products and welding works involved, and bidders must submit SBD 6.2 with Annexure C. Tenderers must also subcontract at least 10% of the contract value to an EME or QSE that is at least 51% owned by black people living in rural or underdeveloped areas or townships. A B-BBEE improvement plan is required within 30 days of contract signature. The clarification meeting was held on 30 October 2026 via Microsoft Teams, and all submissions must be uploaded electronically through the Eskom eTendering portal by 10:00 on 10 November 2026 in PDF format, with a pricing schedule also supplied in Excel. Tender validity is 120 days.
This tender is best suited to ISO 9001-certified structural steel and wire fabricators with proven experience in industrial filter or baghouse components, and the capacity to manufacture to a drawn specification with weld testing, corrosion protection and volume production. Businesses should be CSD-registered, able to provide 100% local content, and have a B-BBEE certificate or sworn affidavit. EMEs and QSEs that are at least 51% black-owned, particularly those in rural or township areas, may benefit as subcontractors, since at least 10% of the contract value must be subcontracted to such entities. Companies without local manufacturing capacity, ISO 9001 certification, or power-industry safety compliance records are unlikely to meet the mandatory and functionality requirements.
