Government seeks a service provider to deliver 600 hours of South African Sign Language (SASL) interpreting and voice-over services for government programmes, mainly in Gauteng and Cape Town. Bidders must employ at least four SAQA-accredited SASL interpreters. Closing date is 6 November 2026.
The Government Communication and Information System (GCIS) has invited bids for the appointment of a service provider to render 600 hours of South African Sign Language (SASL) interpreting and voice-over services. The requirement supports the GCIS mandate under Section 195(g) of the Constitution to ensure that public information is timely, accurate and accessible. It also supports GCIS obligations under the Use of Official Languages Act, 2012 (Act 12 of 2012) and the SASL Bill, which recognised SASL as one of South Africa's 12 official languages.
The successful provider will deliver simultaneous SASL interpreting at government programmes, mainly in Gauteng and Cape Town, with the possibility of assignments in other provinces. Services include voice-over interpreting from SASL to English, interpreting written text into SASL for digital government materials such as videos, and SASL interpreting on virtual platforms such as MS Teams and Zoom. Work will be carried out in GCIS studios where required. Bidders must demonstrate quality assurance processes, a dedicated account manager with a detailed CV, and a monthly-style invoicing process with detailed invoices submitted after services are rendered. Transport costs are reimbursed at approved government fuel rates. Rates must not exceed R1 600 per hour per interpreter, including VAT.
Mandatory requirements (Gate 0) include a minimum staff complement of four SASL interpreters, each holding a SAQA-accredited NQF Level 6 Language Practice qualification with SASL as a language of specialisation, supported by CVs and certified qualifications. Bidders must also provide at least three signed reference letters from clients served within the last five years, and proof of SASL capability in the form of two 10-minute videos submitted on a readable USB: one showing four interpreters providing SASL interpreting and voice-over of the audio script in the addendum, and one showing at least two interpreters in simultaneous interpreting from English to SASL. Bids are scored on functionality (minimum 60% to proceed) and on price and specific goals under the 80/20 preference point system, with points available for enterprises owned by women (40% or more), persons with disabilities (20% or more), and qualifying small or exempted micro enterprises. The appointed provider and its interpreters will be subject to positive screening and top-secret vetting, and a service-level agreement will govern performance. Payment is made within 30 days of receiving valid invoices, with no advance payments. Bids must be delivered in a sealed envelope to the GCIS tender box at Tshedimosetso House, Hatfield, Pretoria, by 11:00 on 6 November 2026. A non-compulsory hybrid briefing is scheduled for 30 October 2026, from 10:00 to 12:00. Bids remain valid for 90 days.
This tender suits registered companies that employ, or can contract, at least four SAQA-accredited NQF Level 6 SASL interpreters and can deliver simultaneous, voice-over, and virtual interpreting services. Agencies specialising in sign language interpreting, accessibility service providers, and media or communications companies with SASL capability are most relevant. Women-owned businesses, enterprises owned by persons with disabilities, and qualifying small or micro enterprises may benefit from the specific goals preference points. Providers must also be able to meet the top-secret vetting requirement, provide transport or a network of interpreters across provinces, and maintain high-speed internet and suitable equipment for virtual work. Businesses without this interpreter capacity or without the required SASL video portfolio are unlikely to qualify.
