Catering Services (36-Month As-and-When Contract)

The Passenger Rail Agency of South Africa (PRASA) has issued a Request for Quotation (RFQ) for the appointment of a service provider to supply catering services at its sites in the Eastern Cape region. The contract runs for 36 months and operates on an as-and-when-required basis, meaning PRASA will place orders for catering as needs arise rather than guaranteeing fixed volumes. The RFQ was published on 22 October 2026 and closes on 29 October 2026 at 12:00. Bid responses must be deposited in the bid box at PRASA's East London office.

The catering scope covers a broad range of food and beverage items priced per unit, per platter, per pack, or per group of 15 people. Requested items include savoury and meaty platters serving 5 to 10 people, assorted sandwich platters, fresh muffins and scones with condiments, bottled and liquid milk, disposable tableware, serviettes, and fruit baskets containing items such as biltong, dried fruit, juices, sparkling water, and chocolate. Bidders must price the full schedule across three contract years, with all prices in South African Rand, inclusive of VAT at 15%, on a fixed-price basis. Bidders must also show a cost breakdown and any price escalation basis and formula. Quotes must remain valid for 60 working days after the closing date.

Mandatory requirements include registration with a recognised catering professional body, such as the Federated Hospitality Association of South Africa (FEDHASA), supported by a certified copy of the certificate, and a certified certificate of acceptability. Bidders must also provide company registration documents, certified copies of director identity documents, a valid tax clearance certificate and SARS PIN, a Central Supplier Database (CSD) registration number, and proof of bank account. Failure to meet mandatory requirements results in automatic disqualification. The tender is evaluated on an 80/20 preference point system, with 80 points for price and 20 points for specific goals, including preference for enterprises that are at least 51% black-owned and Exempted Micro Enterprises (EMEs). Successful bidders are expected to comply with PRASA's General Conditions of Purchase, including warranty, indemnity, and sub-contracting rules.
