Detailed Description

South African National Parks (SANParks) is seeking a service provider to supply labour and materials for reactive, ad hoc maintenance across the Tsitsikamma section of the Garden Route National Park for a period of 12 months. The scope covers routine and unplanned maintenance of park infrastructure, including buildings, offices, tourist chalets, staff houses and common areas. Typical works include general building maintenance and repairs, plumbing and minor electrical support, carpentry and minor construction, grounds maintenance and upkeep of park facilities, and any other maintenance-related tasks instructed by the Employer.

The contractor must provide a complete team and all materials. The required workforce consists of one site supervisor, four skilled workers (carpenter, plumber, bricklayer and welder), two semi-skilled workers and two general workers. The team must be on site in the park from 07:00 to 15:00, Monday to Friday. A vehicle must be available on site daily to transport workers and materials between locations within the park, with a maximum of 50 km return travel per day. The contractor is responsible for procuring, supplying and delivering all materials, which must be new, of good quality, compliant with South African standards and suitable for coastal and environmental conditions. Materials are paid at actual cost, supported by supplier invoices, plus a percentage mark-up; the tender specifies a 20% mark-up and a provisional material sum of R200 000 excluding VAT. All materials must be approved by SANParks before procurement. The contractor provides contiguous suits and safety boots, while SANParks supplies general PPE such as gloves and goggles. Pricing is submitted in Rand excluding VAT on the official pricing schedule, covering the monthly establishment cost, daily labour rates, transport, the provisional material sum and the mark-up. Alternative offers are not accepted.

A compulsory site meeting takes place on Tuesday, 3 November 2026 at 10:00 at the Technical Services Stores, Stormsriver Mouth, with a 10-minute grace period; the meeting closes at 10:10 and late entry is not permitted. Bids close on 9 November 2026 at 11:00 and must be emailed to tsitsikammarfqs@sanparks.org. Submissions to any other address will not be considered. Bids remain valid for 90 days from the closing date. Mandatory documents include a CIDB 2GB Letter of Good Standing, Central Supplier Database (CSD) registration, a tax compliance PIN, and completed SBD 1, SBD 4 and SBD 6.1 forms. The successful bidder must also provide an Occupational Health and Safety file before works begin. Evaluation uses the 80/20 system, with 80 points for price and 20 points for specific goals. Up to 10 points are available to suppliers operating within 100 km of Tsitsikamma National Park who can provide proof of business address, and EME or QSE status earns 10 or 5 points respectively, supported by a valid B-BBEE certificate or sworn affidavit. The successful bidder is expected to start immediately after a purchase order is issued, and invoices are paid within 30 days under the PFMA. The contract offers a 12-month, recurring work stream and an opportunity to support the maintenance of a flagship conservation area.
