The Department of Basic Education (DBE) is inviting bids for the appointment of a service provider or consortium to conduct data capturing for the 2026 Systemic Evaluation. This project aims to assess learner performance across Grades 3, 6, and 9, involving approximately 196,880 learners in mainstream schools, alongside Braille and Sign Language users. The successful bidder will need to demonstrate extensive experience in large-scale data management, ensuring data integrity and confidentiality throughout the process. The project will be executed in three phases: setting up and procurement, data capturing, and data cleaning, with a strong emphasis on quality assurance and timely reporting.
The scope includes recruiting a minimum of 60 data capturers, training them on data security protocols, and utilizing appropriate software for data entry and processing. The service provider must also ensure secure storage of all materials and compliance with the Protection of Personal Information Act (POPIA).
