Study on Barriers to Employer Participation in WSP/ATR

The Media, Information and Communication Technologies Sector Education and Training Authority (MICT SETA) is inviting proposals for a study aimed at understanding the barriers that hinder employer participation in the Workplace Skills Plan (WSP) and Annual Training Report (ATR) submission process. The selected service provider will investigate various factors contributing to low submission rates, including administrative challenges, perceptions of the process's value, and the role of Skills Development Facilitators (SDFs). The study will involve qualitative and quantitative research methodologies to gather insights from a diverse range of employers across the MICT sector.

The objectives of the study include assessing employer awareness of the benefits of WSP/ATR participation, identifying key barriers to compliance, and developing evidence-based recommendations to improve submission rates and data quality. The findings will inform strategic interventions aimed at enhancing skills planning and grant utilization within the sector. This initiative is crucial for ensuring that the MICT sector can effectively address skills gaps and workforce trends, thereby contributing to the broader goals of the National Skills Development Plan (NSDP) 2030.
