Electronic Procurement System Development NEW

The National Treasury is inviting bids for the design, development, implementation, and ongoing support of a comprehensive electronic procurement system. This system aims to streamline procurement processes, transitioning from manual, paper-based methods to a fully integrated digital platform. The successful service provider will be responsible for delivering a modular and scalable solution that encompasses the full procurement lifecycle, including planning, sourcing, contract management, and reporting. Key requirements include compliance with South African procurement legislation, integration with existing systems such as the Central Supplier Database (CSD), and the incorporation of advanced analytics and AI capabilities to enhance decision-making and oversight.

The project will be executed in three phases over three years, focusing initially on establishing core functionalities and gradually expanding to include advanced features such as online auctions and supplier performance management. The system is expected to promote inclusivity, particularly for small and medium-sized enterprises (SMEs) and historically disadvantaged groups, by providing equal access to procurement opportunities. By leveraging innovative technologies, the electronic procurement system will not only improve operational efficiency but also ensure compliance with legal and regulatory frameworks, ultimately contributing to better value for money in public spending.
