Supply, customisation and 12-month licensing of Sage Business Intelligence or an equivalent solution for automated, real-time management reporting and dashboards, with training, support and Sage 300 integration.
The South African Qualifications Authority (SAQA) has invited quotations from experienced service providers to supply, customise, license, install and support a business intelligence solution for management reporting. The preferred product is the Sage Business Intelligence module, though equivalent solutions with similar specifications are accepted. The primary objective is to give SAQA units real-time, easy-to-understand management reports and dashboards that support decision-making. The licence is for 12 months and renewable annually.
The required solution must automatically extract, transform and visualise transactional data from SAQA's core accounting or ERP system. Key functional requirements include creating, editing, grouping and running standard and custom financial and operational reports, including monthly budget-versus-actual expenditure reports. The solution must provide dashboards showing key financial indicators, Microsoft Excel-generated reports for budgets, expenditure and revenue, and a drag-and-drop financial layout designer that produces balance sheets, income statements, cash flow statements and trial balances. It must connect to multiple ODBC-compliant data sources to consolidate multi-company, multi-currency and cross-departmental data, and must be compatible with Sage 300 (Accpac) and related databases. AI-assisted analytics are desirable but not mandatory. The tender also requires the application to be downloadable on desktop and on mobile platforms (Apple App Store and Google Play).
Successful bidders will deliver the licence, customisation, installation and management reporting solution within a maximum of 60 business days of appointment, after which only support and maintenance apply. Other deliverables include staff training (quoted at 20 hours), customer support (quoted at 20 hours), access to a Sage 300 Accpac expert where required, liaison with SAQA's ICT team, liaison with Sage Business Partners for licensing, and annual licence renewals. Bidders must demonstrate proven experience in customising management dashboards and reports. The engagement team leader must have at least three years of accounting or ICT experience and an NQF Level 7 or higher qualification, and two further team members must hold NQF Level 7 or higher qualifications in accounting or ICT. Bidders must also provide at least three reference letters for similar implementations. Note that the pricing schedule lists licence fees over three years, while the scope describes a 12-month licence, so bidders should clarify this with SAQA before pricing. Payment is only made after the software is fully commissioned and in use by SAQA, and only firm prices are accepted.
This tender suits Sage Business Partners and ICT or business intelligence firms with experience in Sage 300 (Accpac), financial reporting and dashboard customisation. Accounting-software resellers and implementers with reference projects in the public or private sector are also well placed. Applicants must be registered on the Central Supplier Database and have a qualified engagement lead (at least three years' experience and an NQF Level 7 or higher qualification) plus two qualified team members. Businesses with B-BBEE credentials, such as at least 51% black ownership or 30% black women ownership, can claim preference points, so they should bring a valid B-BBEE certificate or sworn affidavit. Large enterprises and smaller specialist firms can both apply, but bidders need the technical capacity to deliver within the 60-business-day timeline and to provide ongoing support.
