Appointment of a CIDB 3GB-or-higher contractor to carry out roof leak remedial works at the SABS East London office, including waterproofing, roof material replacement, gutter and downpipe repairs, and water testing. Compulsory briefing 30 October 2026; closes 6 November 2026 at 11:00.
The South African Bureau of Standards (SABS) has invited quotations from suitably qualified and experienced contractors to carry out roof leak remedial works at its East London office, located at 1A Teichmann Place, off Chester Road, Sunnyridge, East London. The works aim to identify and permanently resolve the sources of water ingress and the resulting damage to the building. The scope includes a comprehensive inspection and assessment of the existing roof structure and affected areas; removal and replacement of damaged roofing materials, including waterproofing systems, fasteners, insulation and associated components; and roof sealing and waterproofing to provide long-term weather protection. The contractor must also repair or replace damaged gutters, downpipes, rainwater outlets and associated drainage systems. Work must comply with applicable building regulations, safety standards, manufacturer specifications and industry best practice, and the contractor must supply all labour, supervision, tools, equipment, scaffolding, lifting equipment and materials. Water testing and final inspections are required on completion to verify that all leaks are resolved, and the contractor must submit completion reports, workmanship and materials warranties, and quality documentation. A fixed-price quotation is required, broken down into the listed items: removal of old waterproofing, roof surface cleaning, application of new waterproofing, waste removal and a safety file, plus VAT.
Mandatory requirements are a valid COIDA registration from the Department of Labour, a CIDB grading of 3GB or higher, and liability insurance of at least R500,000. Bidders must submit a National Treasury Central Supplier Database (CSD) registration report, a valid BBBEE certificate or sworn affidavit (if claiming specific goals), a completed SBD 4 Bidder's Disclosure form, and a completed SBD 6.1 Preference Points Claim form. Quotations must be submitted on official company letterhead, or the bidder will be disqualified. Submissions must be emailed to elvis.lebepe@sabs.co.za by 11:00 on 6 November 2026, and late submissions will not be accepted. Attendance at the compulsory briefing on 30 October 2026 at 11:00 is required. Evaluation follows the 80/20 preference point system, with 80 points for price and 20 for specific goals. Bidders must also reach a minimum functionality score of 70%, assessed on company profile and relevant experience (40%), client references for similar work (40%), project plan quality covering timeline, risk, quality, health and safety, and rubble removal (10%), and a signed 12-month minimum workmanship warranty (10%).
For contractors, this opportunity offers a single-site contract with a public sector organisation and a clearly defined scope of work. It rewards bidders who can demonstrate proven roofing and waterproofing experience, strong references, a practical project plan, and a credible workmanship warranty. The SABS does not make advance payments, and payment is made against delivery of the agreed service. Quotations must remain valid for 120 days from the closing date. Enquiries must be directed only to the designated procurement specialist, as contacting other SABS personnel may lead to disqualification.
Roofing contractors, waterproofing specialists and general building contractors based in or able to service East London and the Eastern Cape. Applicants must hold a valid COIDA registration, a CIDB grading of 3GB or higher and liability insurance of at least R500,000. They should have documented experience in similar roofing or waterproofing projects, supported by contactable client references, and be able to provide a 12-month workmanship warranty, a detailed project plan and a fixed-price quotation on letterhead. Small and medium businesses with BBBEE status, or those owned by historically disadvantaged persons, may benefit from the specific goals preference points. Businesses without the mandatory certifications or experience should not apply.
