Roof Waterproofing Repair and Membrane Replacement

Johannesburg Water SOC Ltd has issued a request for quotation (RFQJW055NS26-27) for the repair of the roof at the Ffennell Road Round Building, including the Telemetry Wing, at the Ffennell Road Depot in Johannesburg. The scope covers the removal of the existing bituminous waterproofing, which has reached the end of its service life, and its replacement with a new torch-on membrane system on the flat concrete roof and parapet walls. Works include removal and legal disposal of waste at a licensed landfill, concrete substrate repairs, cracks and joints, waterproof screed to restore falls, parapet and upstand waterproofing, outlet and drain detailing, and UV protection. Walk-on protection is required along access routes used for telemetry equipment maintenance. The indicative quantities in the Bill of Quantities include approximately 703 m2 of roof area, 280 m2 of parapet and upstand waterproofing and 230 m2 of waterproof screed, with final quantities to be confirmed at the compulsory site briefing.

The primary system is a reinforced APP or SBS modified bitumen torch-on membrane of at least 4 mm thickness, with polyester reinforcement preferred and a mineral-chip or UV-resistant reflective finish. Alternate systems may be proposed only if they meet or exceed all performance and warranty requirements, and must be supported by full technical data sheets, method statements, reference projects and a written 10-year durability confirmation in line with SANS 10400-L. Quality requirements include dated photographic records at defined hold points, a minimum 24-hour flood test before practical completion, fire-safety controls for torch-on work, and no standing water after completion. The contractor must provide a 10-year material warranty issued directly by the manufacturer and a 5-year workmanship warranty, together with as-built drawings and data sheets at handover. The works fall under the Minimum SHE Requirements for construction-related RFQ projects, which require an approved OHS safety file before work starts, a baseline and daily task risk assessment, method statements, working-at-height controls, hot work permits, medical fitness certificates, PPE, and Department of Labour notification.

Mandatory returnable documents include a valid tax clearance certificate or SARS PIN, a valid BBBEE certificate or compliant sworn affidavit, proof of CSD registration, a contactable reference letter for similar completed work, written confirmation of the dumping site, product data sheets, the completed Bill of Quantities, company registration documents, and MBD 4, 6.1, 8 and 9 forms. Quotations must be on company letterhead, submitted as PDF through the National eTender Portal, include all applicable taxes, and remain valid for 60 days. Evaluation uses the 80/20 preference point system, with 80 points for price and 20 points for specific goals. The compulsory site briefing takes place on 29 October 2026 at 09:00, and the closing date is 5 November 2026 at 16:00. Quotes that are incomplete, late, or not on company letterhead will not be considered.
