Eskom MV Electrical Line Construction – Water Scheme

Nkangala District Municipality, as Employer, invites tenders for Work Package 6B of the Loskop Regional Bulk Water Supply Scheme in Thembisile Hani Local Municipality, Mpumalanga. The works comprise the construction of a new 22kV Chickadee medium-voltage (MV) overhead electrical line of approximately 24.5km, running from the Amandla substation to structure AMD252 (APW301) across the Thembisile Hani, Steve Tshwete and Elias Motsoaledi local municipal boundaries. The scope includes excavating and planting wooden and concrete poles of varying lengths (7m to 16m) along the route, installing MV structures, stays, strainers and take-offs, stringing Chickadee, Hare, Mink and Fox conductors, installing transformers, reclosers, surge arresters and CT/VT units, earthing installations, LV cable laying and termination, labelling, equipment testing, pre-commissioning and dismantling of redundant equipment. The completed line will be taken over by Eskom to supply the water pump stations.

The contract is a re-measurement contract with a Defects Liability Period of 365 days and a time for Practical Completion of 180 calendar days. Key requirements include Eskom accreditation and DT Web site registration, CIDB registration at a grading of 7EP or higher, professional indemnity and public liability insurance of at least R10 million, SARS Tax Compliance Status, and CSD registration. Tenderers must provide proof of key personnel (Contracts Manager, Site Supervisor, line construction resources, truck-mounted crane operator and a SACPCMP-registered Safety Officer), and plant including bakkies, a truck-mounted crane, a rock-drilling truck and a TLB. Points are awarded for price (80/20 system) and specific goals including black, women, disabled, youth, military veteran and Nkangala District locality ownership. Works are restricted to daylight hours Monday to Saturday, with penalties of R20,000 per day for delay and a 365-day defects period.

This project supports the delivery of reliable bulk water to communities in the Nkangala District and strengthens local electrical infrastructure. Bidders should note the compulsory Eskom accreditation requirement, the SABS mark requirement for materials, and the requirement for a Health and Safety Plan and Risk Assessment before commencement.
