Rand Water, South Africa's bulk water utility, has issued Request for Quotation (RFQ) 10417217 D for the repair and refurbishment of electrical equipment used at its Zwartkopjes Pumping Station and Environmental Management System (EMS) facilities. The requirement covers two items: (1) the repair and refurbishment of portable sump pumps used in Operations, rated at 0.75kW, 220V, with a 20m head and level switch, where six units are required; and (2) the repair and refurbishment of one 380V blower motor (0.75kW, 1400RPM, 50Hz, 3-phase, Frame 80-4, Class F insulation) for the EMS hot house. The sump pump scope includes inspecting and replacing float cables for cracks, chafing or water ingress, replacing worn mechanical seals, O-rings or gaskets where water has entered the oil chamber or motor housing, replacing seized or damaged impellers, and rewinding the motor. The blower motor scope includes rewinding, changing bearings and seals, replacing the extraction fan, performing an insulation resistance (megger) test on the windings, and repainting the motor. Equipment must be delivered to Zwartkopjes and handed over by 30 January 2027, with the contract expected to be placed on or before 30 November 2026.
The bid is evaluated on a single-volume basis with an 80/20 preference point system (80 points for price, 20 for B-BBEE status) and a functionality threshold of 70 out of 100. Functionality is assessed on previous related experience (minimum three company references for full marks), human resource capacity, equipment resource capacity, and a credible work breakdown schedule. Bidders must be registered with the CIDB at a minimum grading of 1EP, hold a valid Letter of Good Standing (COIDA), submit a compulsory enterprise questionnaire, SBD 4 and SBD 6.1, and complete the Bill of Quantities. Only one supplier will be awarded. A compulsory briefing session takes place on 30 October 2026 at 10:00 at Zwartkopjes Pumping Station, Kromvlei Road. Bids must be submitted online via the Rand Water Online Bids Application (https://bids.randwater.co.za/) by 16:00 on 20 November 2026, and bids are valid for 90 days.
This opportunity offers value to the successful contractor through a single, well-defined scope of mechanical and electrical repair work in an industrial water-utility setting. Successful bidders will benefit from a clear specification, a defined delivery timeline, and the opportunity to build a track record with a major public utility. Suppliers should note the strict requirements for on-site insurance, safety compliance under the OHS Act, ISO 9001 quality assurance (or equivalent), and the 10% performance security, as well as the FIDIC-based short-form contract conditions.
Electrical and mechanical contractors with CIDB registration at grade 1EP or higher, experience in pump and electric motor rewinding and repair, and the ability to carry out megger testing and provide references for similar industrial work. Small and medium enterprises, including Exempted Micro Enterprises (EMEs) and Qualifying Small Enterprises (QSEs) with B-BBEE credentials, are well placed to benefit from the 20-point preference allocation. Businesses based in or near Gauteng, particularly those able to deliver to Zwartkopjes within the required timeline, are especially suited.
