The Development Bank of Southern Africa (DBSA) is inviting tenders to establish a panel of pre-qualified contractors for the implementation of non-revenue water (NRW) reduction initiatives across various municipalities in South Africa. The selected contractors will be responsible for executing NRW reduction projects based on performance-based contracts (PBC), aimed at significantly reducing water losses and improving the financial viability of municipal water services. The duration of the contracts will span five years, with projects being procured as needed by municipalities.
Eligible bidders must demonstrate substantial experience in NRW reduction or water conservation projects, with a combined project value of at least R200 million over the past seven years. Additionally, contractors must possess a Construction Industry Development Board (CIDB) grading designation of 7CE or higher at the time of submission. The scope of work includes stakeholder engagement, active leak detection, pressure management, and the installation of water meters, among other responsibilities. This initiative not only aims to enhance water security but also to leverage private sector expertise and funding to achieve sustainable water management solutions.
