Overview

Summary

George Municipality seeks a multidisciplinary consultant team to compile the Thembalethu-South Neighbourhood and Economic Precinct Plan over approximately 7 months, covering spatial planning, urban design, civil engineering, transport, environmental, GIS and economic analysis. Bidders must provide a SACPLAN-registered Professional Planner project manager with 10+ years' experience and must meet a minimum functionality score of 64/80 before price is evaluated.

Detailed Description

George Municipality, in collaboration with the Western Cape Government under the Regional Social-Economic Programme (RSEP), is procuring a service provider to prepare a comprehensive, action-oriented precinct plan for the Thembalethu-South Neighbourhood and Economic Precinct in George. The southern node of Thembalethu is identified in the George Municipal Spatial Development Framework as a priority node and a Thembalethu Southern Node with potential for regional social uses, mixed-use and transit-oriented development. The plan is intended to guide spatial transformation, economic revitalisation, informal trading formalisation, public transport integration around the Jonga Transfer Node, and infrastructure investment. The appointed consultant will build on previous studies, including the Nelson Mandela Boulevard Urban Design Extension, the Go George Integrated Public Transport Network Jonga Phase 3 framework, the 2015 Thembalethu Precinct Plan, and the 2025 Schaapkop and Meulen River Management Plans. Because the 2015 studies are more than ten years old, a substantial refresh of baseline data is expected.

The scope runs over five phases: project inception; status quo, baseline assessment and spatial analysis (covering demographics, economy, housing, infrastructure, mobility, environmental constraints and Urban Edge alignment); a draft precinct plan for public participation (including vision, land use plan, urban design framework, infrastructure plan, access and mobility framework, economic strategy, environmental linkages framework and draft implementation framework); a final precinct plan with council submission pack; and project close-out. Continuous stakeholder engagement and public participation are required, including establishment of an intergovernmental steering committee involving provincial departments and municipal directorates. Deliverables include reports in MS Word and PDF, a GIS geodatabase compatible with Esri software, metadata compliant with SANS 1878 and SANS 16262, and a suite of maps (land use, urban design, infrastructure, development capacity, precinct, public land, environmental infrastructure, catalytic projects and implementation). An online shared folder granting the municipality full ownership of project information is required, and intellectual property vests in the municipality.

The required multidisciplinary team comprises a Professional Planner as project manager (B-degree in Town and Regional Planning, 10+ years' experience, SACPLAN registration), a town planner, an Urban Designer (UDISA-registered), an Environmentalist, a GIS Practitioner (SAGC registration), a Professional Civil Engineer and a Professional Transport Planner/Traffic Engineer (both ECSA-registered), and a Property/Urban Economist. Stage 1 compulsory criteria must be met with supporting documents submitted at closing, and Stage 2 functionality (80 points, minimum 64) assesses team experience, methodology, work breakdown structure and budget. Price (80 points) and B-BBEE plus specific goals (20 points) are then evaluated. The project period is approximately seven months from appointment, with prices fixed for the contract duration. A Declaration of Interest (Annexure 3) is compulsory. The tender closes 24 November 2026 at 12:00.
