Architectural Services - Hoopstad Magistrate Office Repairs

The National Department of Public Works and Infrastructure invites quotations from nominated service providers for professional architectural services for repairs and renovations to the Hoopstad Magistrate Office, located at 12 Van Zyl Street in Hoopstad, within Tswelopele Local Municipality in the Lejweleputswa District of the Free State. The scope covers standard architectural work stages 1 to 6 (inception through close-out) and principal agent duties, including coordination of the professional team, compilation of the planning programme, issuing of instructions, monthly reporting, and administration of the building contract. Works are expected to include ceiling repairs and repainting, floor stripping and new finishes, joinery and carpentry, wall repairs, glass and putty replacement, steel sundry painting, screed resurfacing, and signage. Extensive assessments are required of the trusses and roof space, gutters, roof fixings, underground services, boundary walls and structural cracking.

The appointment is fee-based on a value basis, with tenderers submitting a percentage of normal fees against the 2023 NDPWI Scope of Architectural Services and Tariff of Fees. Responsive bidders must be architectural businesses under the full-time supervision of registered professional architects under the Architectural Profession Act, 2000, or multidisciplinary practices with a registered architectural division, and must provide proof of current SACAP registration, professional indemnity insurance of at least R1.5 million, and completed returnable schedules including the Form of Offer, PA-16 preference points claim, PA-11 declaration, and ownership particulars. Evaluation uses the 80/20 preference point system, with 80 points for price and 20 for specific goals, including BBBEE and local-presence criteria for the Free State. Risk assessment covers five-year comparable project experience, contractual performance, key personnel, insurance, and financial viability. Compulsory EPWP compliance, labour-intensive reporting, and the Standard Professional Services Contract (July 2009) apply.

The project provides a substantial opportunity for architectural firms in the Free State and surrounding regions to deliver public infrastructure that supports access to justice in a rural municipality. Anticipated milestones indicate appointment of design consultants by January 2027, construction handover in January 2028, and final completion around March 2030, offering a multi-year engagement.
