Long-Term Financial Planning and Tariff Modelling System

The George Municipality is inviting tenders for the appointment of a service provider to develop, implement, and maintain a comprehensive Long-Term Financial Planning Model (LTFM) and Tariff Model (TM). This initiative aims to enhance the municipality's financial sustainability by providing a structured approach to long-term financial planning, enabling strategic decision-making, and ensuring the delivery of essential municipal services.

The successful bidder will be responsible for delivering a web-based financial modelling tool that supports long-term revenue and expenditure forecasting, asset and liability modelling, and cash flow analysis. The project will also include the preparation of a Long-Term Financial Plan (LTFP) covering a minimum of ten years, which will assist the municipality in evaluating future revenue requirements, infrastructure investment needs, and funding strategies. Furthermore, the service provider will be required to offer training, skills transfer, and ongoing support to municipal officials to ensure effective utilization of the system.
