Five-year contract for on-site fire, hazardous materials, rescue and emergency medical services at Hendrina Power Station, Mpumalanga. Bidders need BHF-registered ambulance capability, qualified fire personnel and a QMS aligned to ISO 9001. Closes 12 November 2026.
Eskom Holdings SOC Ltd is inviting tenders for the provision of integrated fire, hazardous materials (HAZMAT), rescue and emergency medical services at Hendrina Power Station in Mpumalanga for a period of five years. This is an open tender that will result in the award of a single contract to a single supplier, using the NEC Term Service Contract (TSC3) with a priced contract (Option A). The scope covers emergency response readiness on a major industrial site, including firefighting, HAZMAT incident management, technical rescue (such as high-angle rope rescue, vehicle extrication and confined space rescue) and pre-hospital emergency medical care, including operating an ambulance within and around the power station.
Tenderers are assessed in two stages. Mandatory criteria require a Letter of Good Standing from the Board of Healthcare Funders of Southern Africa (BHF), an operating licence from the Mpumalanga Provincial Department of Health as an Intermediate Life Support ambulance service provider, and proof of medical malpractice, professional indemnity and public liability cover. Failure to meet any mandatory criterion disqualifies a bidder. Qualitative functionality criteria are weighted at 40% for proof of similar work experience (supported by letters of recommendation or completion certificates) and duration of fire and emergency service provision, and 60% for staff complement and qualifications. These cover the Safety Officer, Supervisor, Team Captains and Firefighters, including relevant qualifications such as NFPA 1021 Fire Officer I, HAZMAT certifications, technical rescue training, a valid Professional Driving Permit (PrDP) and HPCSA registration as an Ambulance Emergency Assistant (AEA) or Basic Ambulance Assistant (BAA). A minimum functionality score of 70% is required. Bidders must also supply OHS documentation, including a Health and Safety Plan, a baseline risk assessment, a signed OHS policy and itemised OHS costing, along with ISO 9001 quality documentation, a Contract Quality Plan and a Quality Control Plan. Environmental documentation includes ISO 14001 evidence, an emergency preparedness plan, a hazardous substances register and a waste management plan.
The evaluation uses the 80/20 preference point system, with 80 points for price and 20 for specific goals under the Preferential Procurement Policy Framework Act. Contractual requirements such as CSD registration, COIDA good standing and a CSI contribution of 1.5% must be met before award. Payment is within 60 days of undisputed invoices for contracts above R50 million including VAT. Subcontracting 100% of the scope is grounds for disqualification, and joint ventures must confirm joint and several liability. Key dates are a non-compulsory clarification meeting on 29 October 2026 (10:00 to 12:00), the clarification query deadline of 4 November 2026 at 15:30, and the closing date of 12 November 2026 at 10:00. Submissions must be made electronically via the Eskom eTendering portal in PDF format, and tender validity is 120 days.
Best suited to established fire and emergency services providers with at least three years of relevant industrial fire and rescue experience and a track record of similar contracts. Applicants should hold or be able to obtain a BHF Letter of Good Standing, a Mpumalanga Provincial Department of Health ILS ambulance licence, and the required medical and public liability insurance. They should also have ISO 9001 certification (or a documented QMS), ISO 14001 capability, HAZMAT and technical rescue-qualified staff, and an OHS management system. Consortia and joint ventures may apply if the agreement provides for joint and several liability. Small firms may participate only if they can meet the full scope directly, as subcontracting the entire scope is not permitted. Companies without the relevant licences, insurance or certified personnel should not apply, as these are mandatory criteria.
