Integrated ICT Solutions and Business Intelligence Services NEW

The Mandela Bay Theatre Complex is seeking suitably qualified and experienced ICT service providers to deliver an integrated ICT solution over a 36-month contract. The scope begins with a full assessment of the current ICT infrastructure, applications, interfaces, data, cybersecurity posture, backup arrangements, user requirements and operational constraints. The successful provider must produce a current-state assessment, gap analysis, risk register and prioritised ICT roadmap, then define the functional, technical, integration, data, security, hosting, availability and support requirements.

The core deliverable is the design and implementation of a target architecture that includes a data warehouse, a business intelligence solution, system integrations, and backup and disaster recovery arrangements. The provider will supply, configure and implement approved software, cloud services and related components, subject to a final bill of quantities and licensing model. Work also covers cleansing, mapping, migrating, reconciling and validating approved data sets, and configuring role-based reports and dashboards. Testing, defect remediation, user acceptance testing support and formal sign-off are included. Ongoing services include 300 hours of Sage 300 and 200 hours of Sage 200 maintenance and support, cloud backup and recovery, monthly service reporting, post-implementation support, end-user and helpdesk support (including after-hours support where required), and transition-out and data-export assistance at contract expiry. Training, administrator enablement, technical documentation and knowledge transfer are also required, along with the acquisition of tools of trade when requested.

For bidders, the tender sets clear compliance and evaluation requirements. Bidders must document their approach to endpoint protection, access control, vulnerability management and incident response, and must be registered on the Central Supplier Database. Functionality is scored out of 100 with a minimum threshold of 70%, covering the project plan, at least five client reference letters for similar work in the last five years, the qualifications and experience of the ICT project manager or solution implementer, and status as an authorised Sage Reseller or Business Partner with Sage-certified resources. Bids are then evaluated on an 80/20 price and specific-goals basis. Successful bidders will also need to establish a fully functional local office in the Nelson Mandela Bay municipal area within 30 days of award.
