Five-Year Office Accommodation Lease with Parking

The South African Civil Aviation Authority (SACAA), a Schedule 3A public entity under the Department of Transport, is seeking a landlord for a regional office in Cape Town. Its current lease at the Oval Business Park, near Cape Town International Airport, expires in January 2027. The contract is a five-year lease running from 1 February 2027 to 31 January 2032, with an option to renew or extend. Eligible bidders are property owners, property management agencies and estate agents. Estate agents must comply with EAAB requirements, and property owners must be registered with SAPOA.

The required premises are a modern, B-grade, air-conditioned building of 400 to 430m², no more than 20 years old, located inside the Cape Town International Airport precinct or within a 5 km radius of it. The building must offer 35 parking bays: 15 undercover exclusive-use bays for staff and 20 shared open visitor bays for clients. It should accommodate about 22 staff, 25 examination students and 25 clients at any time. Space planning will follow award and its costs must be included in the rental. The building must also provide access to public transport, backup electricity and backup water, CCTV in a lockable security room, security-controlled main access, a separate electrical distribution board, and existing fibre and Telkom connections. Accessibility for people with disabilities is required, and the landlord must provide visible signage and allow corporate branding. Compliance certificates for occupation, electricity and fire safety must be supplied before occupation. Bids must include a detailed schedule of tenant installation costs and allowances, the landlord's maintenance plan for the full lease term, and a schedule of finishes.

Bidders are evaluated in three phases. The first checks mandatory documents, including CSD registration, SBD forms, tax compliance and proof of ownership or a landlord agreement. The second scores functionality out of 100, with a minimum of 60 points required to proceed. Criteria include space planning, turnkey capability, availability date, location, building size and maintenance planning. The third phase is a site inspection, which requires a minimum of 40 out of 55 points. The contract is then awarded on an 80/20 price and B-BBEE specific-goal basis. Bids are submitted in three envelopes, with price and B-BBEE documents in a separate envelope, to the bid box at BYLS Bridge Office Park, Centurion, by 11:00 on 16 November 2026. Bids remain valid for 180 days. Bidders must obtain an access code in advance, as the office park has strict security. For a landlord with a suitable building, this contract offers a stable, long-term, government-backed lease with predictable rental income.
