PRASA requires a supplier for as-and-when supply and delivery of electrical materials to its South Gauteng depots over 36 months. Items include lighting, cabling, conduit, circuit breakers and fittings, with delivery required within 2 days of a Purchase Order.
The Passenger Rail Agency of South Africa (PRASA) has issued a re-advertised Request for Quotation (RFQ) for the appointment of a contractor to supply and deliver electrical materials on an as-and-when basis in the South Gauteng region. The contract runs for 36 months. Materials are to be delivered to PRASA facilities depots at Elandsfontein and Langlaagte. Under the contract, PRASA issues a Purchase Order from its Supply Chain Management department for each requirement, and the contractor must deliver within 2 days of receiving it. Deliveries and material requests are limited to normal working hours, Monday to Friday, 07h30 to 16h00. In some cases PRASA may collect material from the supplier's premises instead.
The Bill of Quantities covers a broad range of electrical items, grouped into lighting (fluorescent, LED, sodium vapour and metal halide lamps, lampholders, ballasts and ignitors), electrical wire and cable (single-core and multicore wire, and 4-core armoured cables from 6 mm to 185 mm), conduit and accessories (galvanised, brass and PVC conduit, boxes, bends, couplings and saddles), ferrules and crimping lugs, connector strips and plugs, cable splicing kits, socket outlets and switch-disconnectors, miniature circuit breakers and earth leakage units, geysers and thermostats, batteries, transformer oil, silica gel, and solar panels, batteries and hybrid inverters. All material must be SABS-approved and of good quality, and the supplier must replace any inferior or incorrect deliveries at its own cost. Pricing is requested in South African Rand, inclusive of VAT, with a fixed price basis for each year of the contract. Items not listed, and outsourced items, are priced using a mark-up percentage, and transport is priced per kilometre. Invoices must show the material description and contract rates, and are paid within 30 days if correct.
Evaluation uses the 80/20 preference point system: 80 points for price and 20 points for specific goals. Bidders must meet a 70% minimum score on technical and functional criteria before price is considered. These criteria are relevant supply experience over the last 7 years (contracts of at least R1 000 000, supported by appointment letters or purchase orders and completion certificates), financial capability (proof of credit from a bank or reputable retailer), and resource availability (ownership or rental of suitable delivery vehicles). Specific goals award points for B-BBEE Level 1 or 2, and for EME or QSE status with at least 51% black ownership. Mandatory requirements include a valid tax clearance or SARS PIN, a valid B-BBEE certificate, a COID letter of good standing where applicable, a current Central Supplier Database (CSD) registration, and a completed and signed bid document. Bids must be delivered to the Umjantshi House in Braamfontein by 12:00 on 28 October 2026 and remain valid for 60 days. The successful supplier must provide a one-year warranty on items from acceptance.
This tender suits established electrical wholesalers and distributors that can hold stock of SABS-approved electrical materials and supply them quickly across Gauteng. Bidders should be able to show relevant past contracts, financial credit and delivery vehicles, and should have their compliance documents in order before the closing date. Because PRASA may not award to a bidder that is not on the CSD, bidders who are not yet registered should complete CSD registration well before the deadline. For suppliers with the capacity to meet the 2-day delivery requirement, this contract offers a steady, multi-year revenue stream from a major state-owned rail operator.
Electrical wholesalers, distributors and suppliers with SABS-approved stock and the capacity to deliver within 2 days across Gauteng. Suitable bidders should be CSD-registered and tax compliant, hold B-BBEE Level 1 or 2 (or be an EME or QSE with at least 51% black ownership), have at least one relevant supply contract of R1 million or more in the last 7 years, show proof of credit financing, and own or rent delivery vehicles. Smaller suppliers may qualify if they can meet these requirements, and may also consider partnering or subcontracting, although the main contractor remains fully liable for performance.
