Summary

ACSA seeks a professional engineering consultant for design, construction monitoring and contract administration of airside service road refurbishment at Chief Dawid Stuurman International Airport (Gqeberha), covering approximately 15km of asphalt refurbishment and 2.5km of gravel upgrading over 24 months. Requires ECSA-registered civil engineering expertise and a compulsory site briefing on 28 October 2026. Estimated project value is R140 million excluding VAT.

Detailed Description

The Airports Company South Africa (ACSA) is inviting proposals from qualified professional service providers for the appointment of a consultant to deliver design services and construction monitoring for the refurbishment of airside service roads at Chief Dawid Stuurman International Airport in Gqeberha, Eastern Cape. The airside service road is a critical operational corridor used for perimeter fence inspections, electrical substation access and maintenance, airside systems access, and security and emergency patrols. The road measures approximately 17.5km in length and 5m in width, with around 15km paved in recycled asphalt that has deteriorated through potholing, base layer failures and worn or deformed wearing course, and approximately 2.5km of in-situ gravel. The current road also lacks surface drainage, leading to water retention and muddy conditions that affect security inspections and airport operations. The appointment is for a 24-month period and is structured under the NEC3 Professional Services Contract (PSC) with Option C-style percentage-based fees aligned to ECSA guidelines, using an estimated project construction value of approximately R140 million excluding VAT.

The consultant's scope spans the full project lifecycle across six ECSA-aligned stages: inception and environmental impact assessment, preliminary design, detailed design, documentation and procurement, contract administration and inspection, and close-out. Key deliverables include a pavement condition assessment and rehabilitation strategy, identification of underground services, pavement and asphalt layer design aligned with ICAO Aerodrome Design standards, surface repairs, asphalt supply and laying, the design of drainage solutions and road camber, installation of road markings and signage, preparation of tender documentation and Bills of Quantities, and supervision of construction works. Additional services such as topographical surveys, geotechnical assessments and an OHS agent are priced separately. The consultant must also deliver ISO 9001-compliant quality management, and must include a training component for two ACSA trainees, a Project Manager and a Civil Engineer Trainee. Work must be phased to maintain live airport operations, and all personnel must hold ACSA airside permits and complete airside induction.

For the consultant, this opportunity offers a substantial multi-year engagement on a national key point infrastructure asset with clear technical scope and defined stage deliverables. Evaluation is weighted at 70 points minimum for functionality, covering company experience in similar road rehabilitation projects, principal engineer qualifications and experience, and civil engineering technician credentials, followed by an 80/20 price and B-BBEE preference evaluation. Bidders must attend the compulsory briefing and site inspection, submit a valid tax compliance status, and meet the stated mandatory returnable requirements. Proposals close on 20 November 2026 at 12:00.

Suitable Businesses

Consulting engineering firms registered with ECSA, particularly civil engineering practices with Pr. Eng. principal engineers and demonstrated experience in asphalt road rehabilitation, drainage design and construction monitoring on airports or similarly regulated sites. Joint ventures and consortia with complementary technical capacity are eligible, provided a Joint Venture Agreement is submitted. Small and medium firms with B-BBEE credentials may benefit from the preference points and should be aware of the airside permit, security vetting and compulsory site briefing requirements. Contractors seeking only construction work should note that this tender covers design and monitoring services, not physical construction.
