Service provider sought to manage the National Film and Video Foundation's internal and external communications for 36 months, covering PR, media relations, social media, stakeholder communications and design. Requires a 12-month plan, CSD registration and an original tax clearance certificate. Closes 11 November 2026.
The National Film and Video Foundation (NFVF), an agency of the Department of Sport, Arts and Culture, is inviting proposals from qualified communications and marketing firms to manage its internal and external communications on its behalf for a period of thirty-six (36) months. The NFVF funds the development, production, marketing and distribution of South African films, provides training and bursaries, commissions industry research, and hosts the South African Film and Television Awards (SAFTAs). The appointed provider will support the organisation's stakeholder base by developing a robust, adaptable marketing and communications strategy, managing day-to-day communication needs, and protecting the NFVF's reputation. Performance will be reviewed bi-annually, and the contract may be terminated for non-performance under the agreed terms.
The scope of work spans six core areas. Internal communications involves designing an internal strategy, identifying information-sharing channels and running the platforms. Public relations covers reputation and crisis communications strategies, positioning the NFVF as a thought leader, and preparing media releases, statements, newsletters, opinion pieces and speeches. Media relations requires a media engagement plan, spokesperson briefings, a content bank, placements in local and international publications, and media training for executives. Stakeholder communications and media analysis require monitoring of public opinion, advice to management on industry issues, and monthly communications reports. Social media and digital marketing cover the management and growth of channels including Facebook, Instagram, LinkedIn, YouTube, X, TikTok, Threads and WhatsApp Channel, paid advertising (250 advertisements per platform), video content, and on-site event coverage. Design creation requires consistent brand application across static and animated digital and print collateral, and festival and pavilion designs. Bidders must also provide a 12-month plan covering funding, training, research, film industry positioning, festival and market activations, the SAFTAs, international award initiatives and DSAC special projects.
Bids follow a two-envelope system, with a technical response (Envelope A) and a financial proposal (Envelope B), submitted as one original and one copy on USB. Evaluation occurs in three stages: administrative compliance (CSD registration, completed standard bidding documents, certified company registration documents and a valid B-BBEE certificate), functionality (scored out of 100 with a minimum threshold of 75, assessing company experience, client reference letters, the project approach, the project plan and the project leader's experience), and finally price and specific goals under the 80/20 preference system. Bids must be deposited in the bid box at 87 Central Street, Houghton, Johannesburg, by 11:00 on 11 November 2026, and remain valid for 120 days. Enquiries must be submitted in writing to nfvftenders@nfvf.co.za by 6 November 2026. For the successful provider, the contract offers a substantial multi-year engagement with a public agency, the opportunity to build visibility in the South African film sector, and recurring, measurable performance reporting.
Communications, public relations, marketing and digital agencies with proven experience in internal and external communications, social media management and creative design. Firms with a track record in the film, arts or entertainment sectors, and with at least three recent client reference letters, are well positioned. Bidders must have CSD registration, a valid original tax clearance certificate and a B-BBEE certificate. EMEs, QSEs and businesses owned by black people, women, youth or people with disabilities can claim specific-goals preference points. Joint ventures are permitted, provided each party submits its own tax clearance and a formal agreement. Bidders should be able to score at least 75 out of 100 on functionality, which rewards demonstrated experience (three years or more), a detailed approach and a realistic project plan.
