Panel appointment of up to four town planning consultants for three years to support spatial policy review, land use applications, and township establishment for Polokwane Municipality. Quality-based selection; SACPLAN-registered planners required.
Polokwane Municipality is seeking to establish a three-year panel of professional town planning consultants to support its City and Regional Planning Shared Business Unit. The municipality is experiencing rapid urban growth and anticipates a rising workload in spatial policy formulation, land use management, and urban development projects. The panel will supplement internal staff capacity and provide specialised expertise on a flexible, as-needed basis. The municipality will appoint a maximum of four consultants to the panel, and work will be allocated on a rotational basis as needs arise. The panel contract runs for three years from the signing of the Service Level Agreement, and appointments are made through quality-based selection (QBS), with no price-based ranking.
The scope of work includes, but is not limited to: (1) policy review and development, such as reviewing the Spatial Development Framework (SDF), Land Use Scheme (LUS), and other planning policies, including desktop and field studies, spatial analysis, precinct plans, and stakeholder presentations; (2) site demarcation and land development applications, covering application packaging, motivational memoranda, public participation, sector department comments, draft conditions of establishment, layout plans, and coordination with surveyors, tribal authorities, and other stakeholders; and (3) township establishment, a five-phase process running from inception and land investigation through feasibility studies, SPLUMA-compliant application preparation, survey and general plan approval, gazetting, and registration, to close-out and handover. Deliverables include final policy documents in hard and soft copy. Consultants must demonstrate multi-disciplinary capability in project management, community facilitation, public participation, policy formulation, land surveying, and engineering, along with strong report-writing and presentation skills.
To qualify, the director of the company or a team member must be registered as a Professional Town Planner with the South African Council for Planners (SACPLAN). For joint ventures, all parties must be SACPLAN-registered. Bidders must hold a valid Central Supplier Database (CSD) number and a tax compliance status PIN, submit a completed set of Municipal Bidding Documents (MBD forms), certified IDs of directors, proof of payment of municipal rates and taxes, and a comprehensive pricing structure aligned with SACPLAN guidelines. Bids are scored out of 100 on functionality: company experience in similar projects (40 points, with reference letters from previous clients), project methodology and implementation plan including a Gantt chart, quality assurance, and risk management (30 points), and key staff qualifications and experience (30 points). A minimum score of 80% of the functionality points is required, and bidders are ranked on their scores. A compulsory briefing session is scheduled for 4 November 2026 at 11:00 at the New Peter Mokaba Stadium Complex, Executive Lounge, 1st Floor. Bids close on 27 November 2026 at 10:00 and remain valid for 90 days. Given the multi-year, ongoing nature of the panel, successful consultants can expect a steady pipeline of diverse planning assignments and the opportunity to contribute to the long-term growth and sustainable development of Polokwane.
Registered town planning consultancies and sole practitioners with SACPLAN-registered Professional Town Planners as directors or key team members, with proven experience in SDF/LUS reviews, land use applications, and township establishment. Joint ventures are eligible provided all partners are SACPLAN-registered. Firms with multi-disciplinary capability in land surveying, civil engineering, or community facilitation, and those with strong municipal or public sector track records, are well positioned. Black-owned, women-owned, youth-owned, disability-owned, and Polokwane-based firms may also benefit from the specific goals preference points, although the tender is quality-based. Firms should be prepared to attend the compulsory briefing and to provide certified compliance documents, including CSD registration, tax compliance status, and municipal rates clearance.
