Municipal Finance Legislative Advisory Services

The South African Local Government Association (SALGA) is inviting proposals from qualified service providers to form a panel that will deliver technical advice aimed at enhancing municipal finance legislation. This includes a comprehensive review of Section 118 of the Municipal Systems Act, providing legal, technical, and policy analysis to support proposed reforms that strengthen municipal revenue protection and address existing implementation challenges. Additionally, the panel will conduct feasibility studies on alternative and complementary municipal revenue models in light of the ongoing water and electricity transition, assessing sustainable revenue models and the implications for municipalities' roles as service authorities and providers.

The selected service providers will be expected to engage in extensive stakeholder consultations, develop clear problem statements, and provide actionable recommendations for legislative amendments. The project aims to improve municipal financial sustainability, reduce audit findings, and enhance revenue generation and collection strategies. This initiative is critical for municipalities facing financial pressures and aims to create a more robust fiscal framework that supports effective service delivery and governance.
