Supply & Delivery of Electrical Materials (As & When)

The Passenger Rail Agency of South Africa (PRASA) has issued a Request for Quotation (Reference PRASA/RFQ/002/10/2026) for the supply and delivery of electrical materials on an as-and-when-required basis. The contract runs for 36 months, and the award will be split between two appointed service providers. Orders will be issued through work instructions and delivery notes as operational needs arise, and the appointed contractors must respond within agreed timeframes. The materials cover a broad catalogue, including lighting products (LED and fluorescent tubes, floodlights, downlights, sodium vapour and HS lamps, and streetlights), electrical wire and cable (single-core, flat twin-core and multi-core armoured cable), conduit and accessories, ferrules and crimping lugs, connector strips, cable splicing kits, socket outlets and switch-disconnectors, circuit breakers and earth leakage units, geysers and geyser elements, and batteries. Contingency items not listed on the schedule may also be quoted.

All materials must be SABS-approved, of high quality, and compliant with the specifications. Poor-quality or incorrect deliveries will be rejected and must be rectified at the contractor's cost, and PRASA may withhold payment until satisfied. Response times are 12 hours for emergencies, 24 hours for urgent requests, and 48 hours for non-urgent requests. Deliveries take place during normal working hours, Monday to Friday (07:30 to 16:00), to the Pretoria North Facilities Management Depot. Late delivery attracts penalties, and continued non-compliance may lead to termination. Bidders must incorporate projected annual inflation into their pricing for each contract year, and prices must be quoted in South African Rand, inclusive of all applicable taxes, on a fixed-price basis. Invoices are payable within 30 days of receipt, subject to correct submission with signed delivery notes.

Evaluation is based on a three-stage process: mandatory compliance, a functionality assessment with a minimum threshold of 60%, and price and specific goals scored on an 80/20 preference point system. Functionality covers transport capacity (proof of owned or hired bakkies, light vehicles or trucks, 30 points), company footprint (proximity to the Pretoria North depot, with travel claims capped at 75 km per trip, 35 points), and relevant supply and delivery experience over the past ten years for projects of at least R250 000 (35 points). Specific goals include black ownership, black women ownership, black youth ownership, ownership by black persons with disabilities, and black military veteran ownership. Bids must be hand-delivered to PRASA CRES offices in Pretoria by 12:00 on 2 November 2026. The opportunity offers suppliers of electrical materials a multi-year, recurring revenue stream with a major state-owned rail operator.
