Overview

Summary

PetroSA seeks a specialist contractor to mechanically demolish nine redundant petroleum tanks at Voorbaai near Mossel Bay, using 50-ton high-reach excavators fitted with hydraulic shears. Fixed six-week lump-sum scope; explosives are prohibited.

Detailed Description

The Petroleum Oil and Gas Corporation of South Africa (PetroSA), a wholly state-owned company that operates the GTLR refinery in Mossel Bay, requires a suitably experienced contractor to safely demolish nine (9) redundant petroleum storage tanks at the Voorbaai tank farm. The tanks have been out of service for extended periods and pose a safety risk. The tanks include floating-roof gasoline tanks (93-TK417, which is collapsing and receives emergency priority, and 93-TK418), coned-roof tanks (93-TK419, 93-TK420 and 93-TK421), and four horizontal tanks (93-TK114, 93-TK156, 93-TK285 and 93-TK454). Capacities range from 80 m³ to 4,338 m³. The tender is restricted to specialist mechanical demolition contractors who own and operate 50-ton class high-reach demolition excavators (or equivalent) fitted with hydraulic shears (minimum 7-ton), pulverisers and grapples. Bidders must submit a detailed equipment list stating make, model, reach and shearing capacity. Explosives and implosion are prohibited, and oxy-fuel cutting may be used only for minor spot work, not as the primary method for bringing down shells or roofs.

The contractor must complete all physical demolition within six consecutive weeks from site handover, including five days allowed for inductions, badging and permit issuance. PetroSA provides a two-week notification period before mobilisation. Work is sequenced by milestone: emergency demolition of 93-TK417 first, followed by 93-TK418, the coned-roof tanks, the horizontal tanks and final clean-up. PetroSA Operations isolates, purges and gas-frees the tanks and issues the Certificate of Fitness for Hot Work and Permit to Work. The contractor must independently verify gas-free status before cutting. The contractor must deploy at least two demolition plant operators and four multi-skilled demolition workers, supported by a construction manager and safety officer. Scope includes a rapid structural assessment, a SANAS-accredited asbestos survey, a mechanical demolition method statement, size reduction and stockpiling of scrap steel in the designated laydown area, and site clearance of debris. Carting away of scrap, heavy earthworks, civil works such as foundations and bunds, and instrumentation removal are excluded. Mandatory deliverables include an SHE file and HSE plan, site assessment and asbestos management plans, crane lift plans, waste disposal records and a final project report. Compliance requirements include a Compensation Commissioner Letter of Good Standing, public liability insurance of at least ZAR 20 million, professional indemnity of at least ZAR 5 million, roadworthy certificates, load test certificates for lifting equipment, and ISO 9001:2015-aligned procedures. Personnel must hold medical clearance and competency training in permit to work, working at heights and confined space entry, and wear mandatory PPE. Environmental controls include dust suppression, spill containment within the bund, and an Emergency Response Plan.

The tender is valued as a fixed, all-inclusive lump sum for the complete six-week scope, with pricing broken down into labour, equipment and accessories, site establishment and onboarding. Payment is due 30 days from receipt of a valid invoice. Bidders must complete CSD registration and PetroSA supplier self-registration, and must score at least 70 points in the Technical Questionnaire to proceed. The Commercial Bid Analysis must be attached, with the total lump sum clearly reflected. Submissions are made through PetroSA's eProcurement system only, and emailed tenders are not accepted. For a specialist demolition contractor with suitable plant, this is a high-value, time-critical opportunity that offers a clear scope, defined milestones and a credible state-owned client in the energy sector.

Suitable Businesses

Specialist demolition contractors that own and operate 50-ton class high-reach demolition excavators (or equivalent) with hydraulic shears of at least 7 tons, pulverisers and grapples, and can supply a detailed equipment list. Suitable firms also have experience in industrial or petrochemical tank demolition, can field a crew of at least two plant operators, four multi-skilled workers, a construction manager and a safety officer, and hold the required insurance, Compensation Commissioner good standing, CSD registration and PetroSA supplier registration. General construction firms, scrap haulers and businesses without owned heavy demolition plant are not suited to this tender, as the mandatory capability restriction applies.
