Chlorine Gas Supply and Delivery

Maluti-a-Phofung Water (SOC) Ltd is requesting formal written quotations for the supply and delivery of chlorine gas (CAS No. 7782-50-5, chemical formula Cl2) for its Dr Limpho Water Treatment Plant. The requirement is for a total of 925 kilograms, procured under a single once-off request for quotation (reference MAPW RFQ 018/2026/27). Chlorine gas is used as a disinfectant in potable water treatment, so reliable and timely delivery is essential to the continuous supply of safe drinking water to the surrounding municipal area. Chlorine is a hazardous substance, so bidders should expect delivery and handling to be subject to applicable occupational health, safety, and dangerous goods requirements.

Bidders must submit a sealed bid by 10:00 on 28 October 2026 at the Maluti-a-Phofung Water offices in Phuthaditjhaba (No. 2 Old Industrial Area, Mandela Park). Electronic, telegraphic, telefaxed, and late submissions will not be accepted, and only one submission per bidder will be considered. Mandatory documents include a company registration certificate reflecting active members (not required for sole traders or partnerships), proof of active Central Supplier Database (CSD) registration with a CSD summary report, a SARS PIN and valid tax compliance status (an original tax clearance certificate is required under the bid conditions), a company profile, and a completed municipal rates and taxes clearance declaration or proof that municipal accounts are not in arrears for more than three months. In joint ventures, consortia, or subcontracting arrangements, each party must provide its own tax compliance and CSD documentation. Quoted prices must be firm, clearly stated as VAT inclusive or VAT exclusive, valid for at least 30 days from the offer date, and accompanied by a binding delivery period. The Municipal Supply Chain Management Policy and the Preferential Procurement Policy Framework Act (80/20 system) apply, and the municipality is not bound to accept the lowest bid or to award the contract in full.

Evaluation is based on price (80 points) and specific goals (20 points). Specific goal points are available for at least 50% HDI ownership (5 points), at least 50% youth ownership (5 points), at least 50% women ownership (4 points), and locality (up to 6 points for Maluti-a-Phofung, 4 points for Thabo Mofutsanyana, 2 points for the rest of the Free State, and 0 points outside the province). Points are claimed only with supporting documentation, so bidders should attach proof of ownership and locality, such as municipal rates clearance.
