Chlorine Gas Supply and Delivery

Maluti-a-Phofung Water (SOC) Ltd is requesting formal written quotations for the supply and delivery of 925 kilograms of chlorine gas (chemical formula Cl2, CAS No. 7782-50-5) for the Fika Patso Water Treatment Plant near Phuthaditjhaba in the Free State. The requirement is a single procurement under RFQ reference MAPW RFQ 017/2026/27. Chlorine gas is a core disinfectant used in potable water treatment, so reliable and compliant supply is essential to the plant's continued operation and public health.

To be considered, bidders must submit a copy of their company registration certificate reflecting active members (not required for sole traders or partnerships), proof of registration on the National Treasury Central Supplier Database (CSD) with a CSD summary report, a tax compliance status PIN, and a company profile. Municipal rates and taxes clearance forms must be fully completed, or proof provided that rates and taxes are not in arrears for more than three months. Where joint ventures, consortia or subcontractors are involved, each party must be CSD-registered and submit a separate tax compliance status certificate. The completed Municipal Bidding Documents (MBD forms, including the pricing schedule, declarations of interest, and certificate of independent bid determination) must be submitted, and prices must be firm, valid for at least 30 days, and clearly stated as VAT inclusive or VAT exclusive. Delivery costs must be included in the price, and the delivery period stated in the quotation will be binding if the bidder is awarded the contract.

The bid will be evaluated under the 80/20 preference point system, with 80 points for price and 20 points for specific goals. Specific goals include at least 50% HDI ownership (5 points), at least 50% youth ownership (5 points), at least 50% women ownership (4 points), and locality, with 6 points for Maluti-a-Phofung, 4 points for Thabo Mofutsanyana, 2 points for the rest of the Free State, and 0 points for locations outside the Free State. Bidders claiming specific goals must provide supporting documentation. Sealed bids must be delivered to the Maluti-a-Phofung Water offices in Phuthaditjhaba by 10:00 on 28 October 2026. Electronic, telegraphic, telefax, and late submissions will not be accepted, and only one submission per bidder will be considered.
