Supply and off-loading of water and wastewater treatment chemicals, including chlorine, HTH, sodium hypochlorite and lime, to Gamagara Local Municipality over 36 months. Bidders need NSF certification, SANS 241 compliance and must attend the compulsory briefing on 5 November 2026.
Gamagara Local Municipality in Kathu, Northern Cape, is seeking a qualified supplier for the supply, delivery and off-loading of chemicals used in water and wastewater treatment over a 36-month period. The contract is on an as-and-when-required basis, and the municipality does not guarantee specific quantities; the stated volumes are estimates based on current consumption. The main chemicals requested are chlorine gas (70kg cylinders), sodium hypochlorite (3,000L), phosphate (210L), HTH granular chlorine (25kg), calcium hydroxide/lime (20kg) and HTH water purification pills (2kg). The scope also covers laboratory reagents for chlorine, nitrate, nitrite, ammonia and COD testing, along with dosing pumps, a chlorinator, a chlorine cylinder scale, a respirator, and instrument calibration for water quality meters. Deliveries must go to the Kathu water and wastewater treatment works, the Kathu Eastern Reservoir, Dibeng municipal stores (within 25km of Kathu) and Olifantshoek municipal stores (within 50km of Kathu). Each delivery must be off-loaded in the presence of the municipality's Water and Wastewater Process Controller, and the supplier must provide its own crane and off-loading equipment.
The tender sets strict compliance requirements. Potable-water chemicals must be approved for drinking-water use, such as NSF/ANSI/CAN 60, and must help produce water that meets SANS 241 standards. Suppliers must be certified chlorine manufacturers or approved distributors, hold ISO 9001 quality certification and provide proof of assurance of supply. Transport must meet hazardous-chemical requirements, drivers must hold Hazchem certification, and delivery vehicles must be registered under Reg. 275 of the National Road Traffic Act. Bidders must also supply a certificate of analysis for each batch, safety data sheets, an emergency response plan, a SHE plan, COID good standing, proof of R5 million public liability cover, and a jar test before final appointment. The successful supplier must also train municipal water staff on the safe handling of HTH and chlorine gas, and provide one training course per year for about 20 delegates.
The evaluation has two stages. In the first, bidders must pass administrative compliance checks, including the compulsory briefing session at the Municipal Town Hall in Kathu on 5 November 2026 at 10:00, where only attending bidders may submit tenders. In the second, bidders must score at least 70 out of 100 on functionality, covering relevant experience, capacity and assurance of supply, manufacturing quality, OHS, environmental management, emergency response, product quality and bank rating. Qualifying bids are then scored on price (80 points), locality (10 points) and B-BBEE status (10 points) under the 80/20 preference system. Tenders close on 26 November 2026 at 10:00 at the municipal offices in Kathu, and bids must be submitted on the original prescribed documents and remain valid for 90 days.
This tender suits chemical manufacturers, certified chlorine producers, and authorised distributors or agents of water treatment chemicals with NSF or equivalent potable-water approval and ISO 9001 certification. Businesses should have hazardous-goods transport capability, Hazchem-certified drivers, and the ability to supply their own off-loading equipment. Companies based in the John Taolo Gaetsewe District or Northern Cape can claim locality points, and EMEs and QSEs with B-BBEE certificates can claim preference points. Any business that cannot attend the compulsory briefing on 5 November 2026 should not apply, because only attending bidders may submit tenders.
