Matatiele Local Municipality seeks a supplier to supply, deliver, install, maintain and operate a double-sided outdoor LED display screen. Bids are scored on 100 functionality points (minimum 80) and then evaluated 80/20 on price and preference. Closes 30 October 2026 at 10:00.
Matatiele Local Municipality has invited tenders for the supply, delivery, installation, maintenance and operation of a double-sided outdoor LED display screen. The contract covers the full lifecycle of the screen: procurement and delivery of the equipment, installation at the municipality's designated site, ongoing maintenance, and day-to-day operation of the display. The municipality's advert does not specify display dimensions, pixel pitch, brightness, content-management requirements, or contract duration, so interested bidders should review the full tender document available from the municipality's website or BTO offices for the technical specifications and binding sub-criteria.
The evaluation follows a two-phase process. In Phase 1, bidders are scored out of 100 functionality points: 50 points for company experience and 50 points for key personnel. Only bidders scoring at least 80 functionality points proceed to Phase 2, which is evaluated on the 80/20 preferential procurement model under the Preferential Procurement Policy Framework Act (PPPFA). Tender price carries 80 points, and preference points carry 20 points across five goals: HDI ownership (6), youth ownership aged 18 to 35 (6), women ownership (4), disability ownership (2) and rural enterprise status (2). Verification requires an ID copy of the owner or director and a valid CSD report. The municipality reserves the right not to award to the highest-scoring bidder, and value for money, past experience and functionality are stated as key determinants of appointment.
Bidders must submit a sealed envelope marked with the tender number, description and closing date, using the municipality's official tender document in black ink. Mandatory documents include a full CSD registration report, MBD forms 3.3, 4, 6.1, 6.2, 8 and 9, the completed forms and annexures, a VAT registration, and a signed joint venture agreement where applicable. The advert also lists a local content requirement of 100% for steel products and construction components, which appears to sit oddly with an LED display procurement and should be clarified with the Supply Chain Management office before bidding. Bid documents carry a non-refundable fee of R300, and the advert states that documents are free to download from the municipality's website. Bidders should confirm this with the municipality. Submissions close on 30 October 2026 at 10:00, with bids opened publicly at the Mountain View BTO Offices. SCM enquiries should go to M. Sabasaba (MSabasaba@matatiele.gov.za) and technical enquiries to Mr N. Masumpa (NMasumpa@matatiele.gov.za). The municipality warns that it will not award contracts to state employees or to anyone requesting payment for an award, and that any such request should be reported to the nearest police station.
Suited to suppliers and integrators of LED and digital signage hardware that can also handle installation, maintenance and operation, including AV and electronic systems companies, advertising and out-of-home media firms with LED experience, and electrical or IT contractors that can show relevant project history. Bidders must have a valid CSD registration and be able to meet the functionality threshold on company experience and key personnel. Businesses that qualify for preference points, such as HDI-owned, youth-owned (18 to 35), women-owned, disability-owned or rural enterprises based in or serving the Matatiele area, may benefit from the 20-point preference allocation. Smaller firms may need to partner with an experienced LED supplier to meet the experience criteria, and any joint venture must be supported by a signed agreement.
