Rehabilitation Centre Placement Services

Siyathemba Local Municipality, based in Prieska in the Northern Cape, has issued Request for Quotation RFQ 63/2026 for the appointment of a single service provider operating a rehabilitation centre located within a 400km radius of the municipality's head office. The appointed provider will support two municipal employees through a residential rehabilitation programme. The estimated value of the contract falls between R30,000 and R300,000, and the award will be made to one service provider.

The successful bidder must provide four core services: (1) accommodation and meals for the duration of the programme; (2) medication for detoxification, administered as part of the clinical treatment plan; (3) individual and group therapy sessions; and (4) life skills therapy to support the employees' recovery and reintegration. Bidders should be able to demonstrate relevant experience in rehabilitation services, valid accreditation, and compliance with applicable health and care standards. Functionality, experience, accreditation, and compliance form part of the evaluation criteria. The contract must be executed within seven days of the bid award.

Evaluation follows the Preferential Procurement Policy Framework Act (PPPFA) using the 80/20 preference point system: 80 points for price and 20 points for specific goals. The specific goals are weighted as follows: 10 points for historically disadvantaged individual (HDI) ownership, 6 points for locality, and 4 points for youth ownership. All bidders must be registered on the National Treasury Central Supplier Database (CSD). B-BBEE certificates must be submitted, with certified copies accepted. Sworn affidavits must be original. Required annexures include a valid tax clearance certificate, CSD registration, B-BBEE certificate, and a municipal account. Completed Municipal Bidding Documents (MBD 4, MBD 8, and MBD 9) must be attached, as incomplete submissions will be disqualified. Bids are valid for 90 days. Bids must be submitted in a sealed envelope marked RFQ 63/2026 and deposited in the tender box at Victoria Street, Prieska, or emailed to ryno@siyathemba.gov.za before the closing time of 16:00 on 28 October 2026. Late or incomplete bids will not be accepted. All prices must include delivery to Siyathemba Municipality in Prieska.
