Technical Advisory Services for Municipal Finance

The Government Technical Advisory Centre (GTAC) is inviting bids for the provision of technical advisory services aimed at enhancing the financial management capacity of local government institutions through the Municipal Finance Improvement Programme (MFIP) Phase IIIx. This initiative will require four specialized advisors, including two focused on accounting support and two on legislative and policy reforms, to assist the National Treasury and provincial treasuries in improving oversight, compliance, and governance in municipal finance.

The successful advisors will be responsible for conducting baseline assessments, facilitating stakeholder engagements, and providing ongoing capacity building for municipal officials. They will also support the implementation of accounting standards, internal controls, and audit action plans, ensuring municipalities comply with the Municipal Finance Management Act and related regulations. This role is critical for fostering transparency, accountability, and effective financial management in local government, ultimately contributing to improved service delivery and governance.

Bidders must demonstrate relevant qualifications, experience in local government financial management, and the ability to engage effectively with stakeholders. The duration of the contract is expected to run until March 2027, with a focus on full-time engagement during this period.
