Two-Envelope Tender Submissions: How They Work
What a two-envelope tender submission is, why buyers use it, and how to package your technical and price envelopes correctly.
What Is a Two-Envelope Submission?
Some South African tenders require your bid in two separately sealed envelopes (or two separate electronic files):
- Envelope 1 — Technical proposal: your methodology, team, experience, compliance documents and everything except price.
- Envelope 2 — Financial proposal: your pricing schedule and nothing else.
The buyer opens and scores the technical envelopes first. Only bidders who pass the functionality threshold have their price envelopes opened at all. Failed bidders' price envelopes are returned unopened.
Why Buyers Use It
The two-envelope method stops price from influencing technical scoring. Evaluators judge your methodology on its merits without knowing whether you are the cheapest or the most expensive bidder. It is common for professional services, consulting and complex projects where quality matters as much as cost.
The Golden Rules
- No pricing in the technical envelope. Anywhere. A rate card in an appendix, a fee mentioned in a CV, a costed project plan — any price information in envelope 1 can disqualify the entire bid.
- Label both envelopes exactly as instructed, with the tender reference, envelope number and your company name.
- Both envelopes must be complete on their own. Do not reference "see financial proposal" in your technical response.
- For e-submissions, respect the file separation. Upload the pricing document only to the pricing slot; a wrongly placed file has the same effect as a wrongly sealed envelope.
How Evaluation Proceeds
Technical proposals are scored against the functionality criteria in the terms of reference. Bids meeting the threshold move to the price stage, where the normal 80/20 or 90/10 point systems apply. Your technical score usually does not carry into the price stage — passing the gate is what matters.
Practical Advice
Because the technical envelope is scored blind, it must sell your capability completely: relevant contract references, team CVs matched to the requirements, and a methodology that follows the terms of reference point by point (writing a winning proposal). Rushed technical envelopes fail thresholds far more often than sharp prices lose price stages.
