Three-year, as-and-when-required panel of consulting engineering firms for municipal civil infrastructure in Kathu, Northern Cape, covering design, documentation and construction supervision across ten specialist categories. Bidders need ECSA-registered key personnel and a minimum functionality score of 70 out of 80 points.
Gamagara Local Municipality in the Northern Cape is establishing a panel of suitably qualified professional engineering service providers to deliver civil engineering and related specialist services on an as-and-when-required basis over three years. The municipality is predominantly mining-based, and rapid in-migration toward Kathu has placed considerable pressure on existing infrastructure. The panel will support the investigation, planning, design, documentation, procurement assistance, monitoring and validation of municipal projects, including bulk water and sanitation upgrades, roads and stormwater, service connections and other infrastructure works. Assignments will be issued through individual requests for proposal or quotation, with scope, deliverables and fees defined for each task. Work follows the standard stages of inception, concept and viability, design development, documentation and procurement, contract administration and inspections, and close-out.
The panel is structured across ten categories: A (Water Resources Engineering), B (Transportation Engineering), C (Structural Engineering), D (Urban Engineering), E (Surveying and GIS), F (Geotechnical Engineering), G (Environmental Specialist), H (Geohydrological Specialist), I (Occupational Health and Safety) and J (Social Facilitation). A firm may apply for a maximum of three categories, and no more than ten successful tenderers will be placed in each category. Evaluation is based on an 80/20 preference system. Up to 80 points are awarded for functionality, which covers the firm's experience on public-sector projects in the past ten years (supported by reference letters and completion letters), the qualifications and registration of key personnel (a Category Leader registered as Pr Eng or Pr Tech Eng with ECSA, plus two support professionals), access to discipline-specific design software, and a category-specific approach paper. Bidders must score at least 70 points on functionality to proceed. The remaining points are for B-BBEE status (up to 10 points) and locality (up to 10 points, with the highest award for firms based within the municipal boundaries). Firms must hold professional indemnity insurance of at least R10 million and be registered on the National Treasury Central Supplier Database. Joint ventures and consortia are permitted, provided a signed JV agreement is submitted. Bids close on 26 November 2026 at 10:00, must be submitted in sealed envelopes to the municipal bid box in Kathu, and remain valid for 120 days.
For engineering firms, the panel offers a multi-year pipeline of municipal work without the need to tender for each project individually, which is valuable for building a sustained public-sector client base. Successful panel members gain recognition as pre-qualified consultants across several disciplines and a clear route into the region's infrastructure programme. Bidders should prepare carefully: the functionality scoring is detailed, so firms need current ECSA registrations, verifiable project references with reference letters, a credible organogram, and a tailored approach paper for each category they apply for. Generic submissions are likely to score poorly. Interested firms should direct technical queries to Mr Ditebogo Sebuasengwe and administrative queries to Mrs Josephine Nampa at (053) 723 6000.
Ideal for ECSA-registered consulting engineering firms with public-sector experience and the ability to provide key personnel registered as Pr Eng or Pr Tech Eng. Firms in water, transportation, structural, urban, surveying, geotechnical, environmental, geohydrological, health and safety, or social facilitation disciplines may apply for up to three categories. Locally based firms in Gamagara or the wider Northern Cape can benefit from locality points. Joint ventures and consortia are eligible if they submit a signed JV agreement. Firms must hold R10 million professional indemnity cover and be registered on the Central Supplier Database. Construction contractors without a consulting engineering offering, and sole practitioners without registered key personnel, are unlikely to qualify.
