Panel appointment for financial consultancy and advisory services, including internal audit, accounting, asset management, and VAT and income tax advisory, for 36 months. Bidders must score at least 70/100 on functionality. Closes 9 November 2026.
Musina Makhado Special Economic Zone (MMSEZ SOC Ltd), a wholly owned subsidiary of the Limpopo Economic Development Agency, invites suitably qualified and experienced financial consultancy and advisory firms to apply for appointment to a panel of service providers for a period of 36 months. MMSEZ develops, manages, and operates the Musina-Makhado SEZ, a Limpopo Province industrialisation initiative covering light metals beneficiation, logistics, agro-processing, robotics, energy, and metallurgical clusters. The panel will support the entity's operational and strategic financial needs across its two sites in the Vhembe District.
The scope of services will vary over the contract period depending on MMSEZ's requirements. The panel will cover, but is not limited to, the following functional areas: internal audit services; accounting services and asset management services; and value-added tax (VAT) and income tax advisory and compliance services. Bidders must clearly indicate their area or areas of specialisation and demonstrate relevant experience, qualifications, and capacity to deliver services in those areas. Appointed panel members will be invited to submit quotations through Requests for Quotation (RFQs) issued from time to time. Appointment to the panel does not guarantee any work, and specific assignments depend on RFQ issuance and internal approval processes. Pricing is not evaluated at this panel stage; it will be assessed when individual RFQs are issued.
Evaluation proceeds in two stages. Stage one checks administrative compliance, including tax compliance, registration on the National Treasury Central Supplier Database (CSD), and signed Standard Bidding Documents. Stage two scores functionality out of 100, with a minimum of 70 points required to remain in the process. Points are allocated for a recognised professional body membership (up to 40 points, such as SAICA, IRBA, IIA, SAIBA, SAIPA, CIBA, or SAIT); past relevant experience supported by up to four reference letters from the last 10 years (up to 20 points); qualifications and experience of team members, including a Project Director or Manager, a Senior Accountant, and an Accountant (up to 30 points); and a demonstrated previous project with approach, methodology, timelines, and outcomes (up to 10 points). Only original reference letters on letterhead are accepted. Appointment letters, purchase orders, testimonials, and reference lists are not accepted. Under the preference point system (80/20 or 90/10, depending on the value), specific goals include Black people, women, youth, and persons with disabilities ownership, promotion of small businesses, Limpopo-located enterprises, and military veterans. Bids close on 9 November 2026 at 11:00 and must be deposited in Tender Box 1 at 93 Biccard Street, Polokwane. The bid validity period is 180 days.
Note for prospective bidders: some evaluation sections of the Terms of Reference refer to environmental management services, which appears to be carried over from another MMSEZ tender. Bidders should confirm the applicable functionality criteria with the buyer's contact persons before submitting. Clarification queries may be directed to Kgomotso Marole (K.marole@mmsez.co.za) or Motshwane Kgopa (m.kgopa@mmsez.co.za), with a copy to supplychain@mmsez.co.za.
This tender suits registered accounting and auditing firms, internal audit practices, tax advisory and compliance practitioners, and asset management consultancies with proven public-sector or SOE experience. Applicants should be tax compliant, registered on the National Treasury CSD, and hold membership of a recognised professional body such as SAICA, IRBA, IIA, SAIPA, CIBA, or SAIT. Firms must be able to field a Project Director or Manager, a Senior Accountant, and an Accountant, and provide at least four recent reference letters from the past 10 years. Limpopo-based enterprises, small businesses, and firms with qualifying ownership profiles may benefit from preference points. Businesses should note that panel membership does not guarantee work, so the tender is best suited to firms able to respond to future RFQs with competitive quotations.
