The Limpopo Economic Development Agency (LEDA), a Schedule 3D provincial government business enterprise headquartered in Lebowakgomo, is inviting qualified legal practitioners and law firms to join a panel of external legal service providers for a period of thirty-six (36) months. The panel is intended to supplement LEDA's internal legal capacity and provide access to specialist expertise across the LEDA Group, which spans housing finance, financial services, passenger transport, mining, agriculture, commercial property, Special Economic Zones, insurance and SMME financing. Appointment to the panel does not guarantee any work or expenditure; legal services will be procured on an as-and-when-required basis through formal written instructions issued by authorised LEDA officials.
Bidders must select one or more of five legal service categories: (1) Litigation, Dispute Resolution and Debt Recovery; (2) Corporate, Commercial, Governance and Contract Law; (3) Property, Conveyancing, Town Planning and Construction Law; (4) Labour and Employment Law; and (5) Public Law, Regulatory Compliance and Specialist Advisory Services, which includes IT and data protection, mining and environmental law, transport and insurance, and cross-border trade. Each selected category must be supported by demonstrable experience, appropriately qualified practitioners and evidence. Minimum requirements include valid Legal Practice Council registration, a Fidelity Fund Certificate, evidence of professional good standing, professional indemnity insurance, and a conflict-of-interest declaration. Technical evaluation (Stage 2) scores firm experience (up to 40 points, based on appointment and reference letters for assignments in the last five years) and the qualifications and experience of the lead attorney, senior associate, associate and candidate attorney, with a 70-point threshold to proceed. Stage 3 evaluates price (80 or 90 points) and specific goals (20 or 10 points) under the Preferential Procurement Regulations 2022, including preferences for Limpopo-located enterprises, black ownership, women, youth, persons with disabilities and military veterans.
Bidders must submit hourly and daily rates for each resource level, a ceiling price for the project, and a completed SBD forms set, including SBD 1, SBD 3.3, SBD 4 and SBD 6.1, together with a valid Central Supplier Database registration and tax compliance status. LEDA may negotiate standard rates with successful bidders, and up to five providers per category will be appointed. Bids must be valid for 90 days and deposited in the tender box at 1 Main Road, Lebowakgomo, or submitted per the bid documents, by 11:00 on 12 November 2026. Registered law firms and admitted attorneys with valid Legal Practice Council registration and Fidelity Fund Certificates, particularly those with at least five years of relevant appointment and reference letters in one or more of the five categories (litigation, corporate and commercial, property and construction, labour, or public and regulatory law). Limpopo-based firms and businesses owned by black people, women, youth, persons with disabilities or military veterans may benefit from specific-goal points. Firms must be able to commit senior and junior practitioners, handle urgent matters under tight timeframes, and accept negotiated rates. Sole practitioners and small firms may apply if they meet the experience and qualification thresholds for their chosen categories.
