Open Closing: 1 Dec 2026 at 12:00 Published: 26 Oct 2026

Overview

Summary

Three-year appointment of a qualified occupational hygiene service provider for coal mining operations in Mpumalanga. Scope covers dust, noise, heat stress, gas, illumination and water monitoring, plus MHSA-compliant reporting. Bidders need mining experience, a registered occupational hygienist and a SANAS-accredited laboratory.

Detailed Description

African Exploration Mining and Finance Corporation (SOC) Ltd (AEMFC) is seeking a qualified service provider to deliver professional occupational hygiene services over a three-year period. The services support AEMFC's compliance with the Mine Health and Safety Act, 1996 (MHSA), sections 12(1) and 7(2), and with section 8 of the Occupational Health and Safety Act. The contract covers AEMFC's operating opencast coal mine at Vlakfontein, the Klippoortjie mine near Ogies in Mpumalanga, which is currently non-operational but being prepared for operation, and the Head Office at Waterfall City, Johannesburg. Pricing is structured per site, and payment is based on the actual samples collected and analysed and the services delivered.

The scope of work is broad. The appointed provider must conduct baseline, issue-based and continuous occupational hygiene risk assessments, and personal and area sampling for respirable and inhalable dust, respirable crystalline silica, noise (including personal dosimetry), heat and cold stress, illumination, whole-body and hand-arm vibration, hazardous chemicals including hydrocarbons, and flammable or toxic gases. Other tasks include monthly drinking water sampling, quarterly swab analysis, annual occupational hygiene audits, monthly inspections, annual gap assessments, investigation of overexposure incidents, and support during DMPR inspections. The provider must submit monthly and quarterly reports, statutory quarterly and annual reports to the Department of Mineral Resources and Energy (DMPR), and an annual sampling schedule. Key personnel must hold a legal appointment as occupational hygienist at the mine, as stamped by the DMPR. The provider must also attend SHEC committee and quarterly contractual meetings, and maintain Codes of Practice and standard operating procedures.

The evaluation process has three stages: administrative compliance, a functionality threshold of 75 points, and price. Functionality is scored on mining-sector experience (35 points), the occupational hygienist's CV and legal appointment (40 points), qualifications and registrations (15 points), and a SANAS-accredited laboratory with proof of ownership, a memorandum of understanding, a lease or a letter of intent (10 points). Price carries 80 points and specific goals carry 20 under the 80/20 preference system. A compulsory virtual briefing is held on 5 November 2026, and registration closes on 2 November 2026. Bids close on 1 December 2026 at 12:00 and must be submitted in a two-envelope format. The bidder must hold a current Central Supplier Database (CSD) registration and a valid tax compliance status, and must remain compliant for the contract term.

Suitable Businesses

This tender suits occupational hygiene consultancies and health and safety firms with proven mining-sector experience and registered occupational hygienists who hold, or can obtain, a DMPR-stamped legal appointment. Bidders should have access to a SANAS-accredited laboratory, either their own or through a formal arrangement, and be able to provide monitoring, sampling and reporting across multiple sites. Joint ventures and consortia may apply, provided they submit a consolidated B-BBEE certificate and the required agreements. Small and emerging firms may qualify through the specific goals preference points, but they must meet the functionality threshold, especially the mining experience and laboratory requirements.
